Tobyhanna Army Depot intends to negotiate on a sole source basis with IFR Systems, Inc., 10200 W. York St., Wichita, KS 67215-8935 for products needed by Tobyhanna Army Depot to support the AN/GRM 1148B Radio Test Set Program--the following will be procured from IFR Systems, Inc: Automated Test/Calibration Kit (IFR Part Number 0021-78V0-200) consisting of test fixtures, support fixtures, test heads, test system, memory box, mechanical assembly, and software modules; Manual Test/Calibration Kit (IFR Part Number 0021-78V0-100) consisting of test fixtures, extenders, adapters, cable assemblies and software; and associated technical manuals--it is believed that IFR is the only source who is capable of providing the above items since IFR is the original equipment manufacturer of the system to be supported and of the hardware and software described; the test fixtures and software were specifically developed by IFR Systems, Inc., to interface with and to troubleshoot and for acceptance testing of the AN/GRM-114B radio test set--they are the only known source to possess the necessary expertise and products and the only known source capable of providing all the products inclusive to Tobyhanna--there is no competitive technical data package available for any of the needed items--any firms believing they can provide the above should contact the Contracting Officer identified--DAAC71-95-Q-0003 applies--see note #22.
