Authority (EEA) of the Ministry of electricity and Energy, Arab
Republic of Egypt requests prequalification data from U.S. firms and
joint ventures of such firms, who can qualify through experience with
projects of similar magnitude for the design, manufacture, supply,
erection, testing and commissioning of Supervisory Control And Data
acquisition (SCADA) systems for electric utilities. The EEA is
developing specifications for the Cairo Regional Control Center (CRCC)
that is to be located in Metropolitan Cairo. This center is one of
seven (7) regional control centers that will be responsible for SCADA
operation of the transmission and subtransmission networks within
graphical areas. The Upper Egypt RCC was completed in 1988. The
Alexandria RCC is expected to be completed by 1997. The existing
control center for monitoring and contolling the 220 KV and66 KV
transmission and subtransmission substations and networks serving
metropolitan Cairo use voice-based communications to monitor manned
substations. The planned CRCC will consist of computer-based monitoring
of the Cairo region transmission and subtransmission system using SCADA
systems, with power system operations application functions together
with associated telecontrol equipment in the substations and with
communication systems to be installed within the EEA Cairo Zone. This
regional control center will be the operating center for power delivery
and will support centralized control and monitoring of
transmission/subtransmissionsubstations from 220 KV down to the 11 KV
outgoing feeders from 66 KV primary substations located within the EEA
Cairo Zone. The CRCC will interface with the National Energy Control
Center (NECC) in a hierarchial configuration. The scope of the CRCC
project includes: (a) providing master station Hardware, Software, and
peripheral devices; (b) developing Supervisory Control and Data
Acquisition (SADA) application software; (c) implementing a
telecommunication network involving UHF, VHF, Microwave, Fiber Optic,
Power Line Carrier (PLC), leased telephone circuits, PABXs, and X.25
Packet Switches to support both voice and data 220/66 KV network
requirements; (d) procuring and installing remote terminal units (RTUs)
that have the capability for Momentary Change Detect (MCD), Sequence of
Events (SOE), and scan by exception; (e) providing backup power supply
and HVAC systems; (f) constructing building and facilities; (g)
providing operational and maintenance training. The tele-metered
information plan and the quantity of information to be processed by the
CRCC will be approximately 19,000 status signals, 2400 analog
measurements and 500 pulse accumulators in year 1999, and 30,000 status
signals, 5000 analog measurements and 1000 pulse accumulators in year
2010. A single responsibility ''Design/Build'' Fixed Price Host Country
Contract with EEA is anticipated for the design, manufacture, supply,
installation, testing, training and commissioning of CRCC. Financing
will be under AID Grant No. 263-0215.09 with U.S. dollar funding from
the U.S. Agency for International Development (USAID). Local cost will
be financed by EEA in Egyptian Pounds. Firms submitting replies should
be: (a) Capable, based on demonstrated technical experience, staffing,
management capability, work load capacity, and financial resources, to
respond to a two-stage bidding procedure where submission of technical
proposal is the first stage and the submission of priced bids is the
second stage. (b) Demonstrated ability to provide equipment conforming
to AID geographic code 000 (U.S.) and AID's requirements for Source'',
''Origin'' and ''Componentry'' as set forth in AID Handbook 11, Chapter
2. (c) Capable, based on previous demonstrated experience and
performance to design, manufacture, supply, install, and commission
hierarchial control systems of similar nature and scope for electric
power utilities (at least 3 similar projects must be in operation
during the last 5 years). Firms who believe they can qualify in
accordance with (a), (b) and (c) above, should request in writing a
prequalification questionnaire (facsimile acceptable) from EEA's
consultant Macro Corporation, 700 Business Center Drive, Horsham, PA
19044-3471, Tel. No. (215) 674-2000, Fax No. (215) 674-3464. Tlephone
requests will not be honored. The completed prequalification
information (one original and nine copies) should be submitted to EEA
within 45 days from the publication date of this announcement to the
following address: Egyptian Electricity Authority; Ramses Street

Prequalification information submitted after 45 days from the date of
this announcement may be returned unopened. After receiving the
qualifying information, EEA will establish a short list of firms
determined to be qualified to whom the Invitation For Bids documents
will be issued. It is contemplated that the IFB will be available to
pre-qualified firms in January 1996 with the technical proposal
responses to be submitted 12 weeks after receiving the IFB. A pre-bid
conference may take place before technical proposals are submitted. If
needed, another conference may be held before submittal of priced
bids. Information regarding the pre-bid conference(s)'s location and
timing will be provided in the IFB document. After the Proposals have
been evaluated, a request for priced bids is sent to those firms whose
technical proposals have been found acceptable. The contract will be
awarded to the lowest responsive responsible bidder. If a joint venture
seeks prequalification, qualification information must be supplied with
respect to all firms in the joint venture. The Government of the Arab
Republic of Egypt and the Agency for International Development
encourage and welcome in this activity the participation, to, the
fullest extent possible, of minorities and women both as individuals
and as members o contracting or sub-contracting firms. In this respect,
it is anticipated that the prime contractor will make every practicable
