593-2/500-502, Quito, Ecuador, USAID/Peru intends to sign a three-year
Cooperative Agreement with a U.S. PVO or Peruvian NGO, or with a joint
agreement of the two. USAID/Peru has approved a contribution of $7.2
million Dollars. The purpose of this Cooperative Agreement is to
facilitate the implementation of the Alternative Development Project,
working with its various beneficiaries. These include farmers, small
and microenterpreneurs, local government officials, rural community
members, local NGO and other private organizations, and the counterpart
implementing organization of the Government of Peru--INADE (National
Development Institute). The purpose of the Alternative Development
Project is to increase employment and income from alternative, licit,
economic activities in project areas, thereby contributing to the
project goal of reducing coca cultivation in these target areas,
pursuant to the Government of Peru's National Drug Prevention and
Control Program. The Cooperative Agreement recipient will provide long
and short-term expertise, to administer and cover the technical
assistance and training requirements of the Project's three components:
(1) employment and income generation; (2) essential services/community
development; and (3) environmental protection and awareness. The first
component emphasizes assistance to individual farmers and agribusiness
for activities which will produce returns within a six month to three
year time frame. It also includes extension and applied research that
look at production and market demand, both local and foreign, and the
need for and provision of credit. The second component brings
communities and local government together to identify the basic
services important to promote a normal socio-economic climate. These
include small activities in road rehabilitation, water and sanitation,
health and education, and participatory development techniques. The
third component will address some of th environmental damage associated
with coca leaf and paste production. This includes reforestation and
awareness and incorporation of environmental issues in planning and
implementation of economic activities. Activities under the Cooperative
Agreement will be based on annual work plans reviewed and approved by
USAID and INADE. The recipient will work closely with INADE on some
institutional strengthening issues and with INADE and USAID in
establishing baseline information and in collecting and analyzing data
that indicate progress in achieving results and impact. The recipient
will operate from a head office in Lima and liaise closely with
INADE's special projects' field offices in the project areas. Long-term
technical advisors may include the recipient's Chief of Party (up to
three years), a Community Development Specialist (up to three years),
a Training Specialist (up to three years), and a Civil Engineer (up to
three years. The Recipient will be expected to maximize the use of
Peruvian expertise. Issuance date of the RFA will be at least fifteen
(15) days after publication of this synopsis. Applications from
prospective applicants will be due forty-five (45) days after the
