a second industry brief for the production procurement of the Universal
Modem System (UMS). A detailed agenda will be provided at a later date.
The US Army (Project Manager, Satellite Communication) plans to procure
Modems for use as Jam Resistant Secure Communications (JRSC), Defense
Satellite Communications Systems (DSCS) replacement modems (replacing
AN/USC-28's). Additional quantities for Tri-service strategic and
tactical use as well as international (UK and France) strategic and
tactical use, are under consideration. The UMS will provide SHF
(TriBand) Anti-Jam Communications, as well as the associated planning,
monitoring and control functions of the system. The procurement will,
using the Full-Mil Full Scale Development (FSD) as reference,
``commercialize'' the existing design and enhance the communications
function with a Medium Data Rate (MDR) Orthogonal Frequency Hopped
Multiple Access (OFHMA) up to a minimum of 2.048 MbPS, Anti-Jam (AJ)
capability and a Frequency Division Multiple Access (FDMA) up to a
minimum 8.182 MbPS capability. Corresponding enhancements to the
planning, monitoring and control functions will also be accomplished.
A production award is scheduled for the 2nd quarter of FY97. An
unclassified information brief of the proposed program will be held at
9:00 AM on 11 Oct 95 at the Fort Monmouth Post Theater, Fort Monmouth,
NJ. Questions generated as a result of the brief will be addressed at
the afternoon session. There will be one-on-one appointments available
to interested individuals (companies) on 12 October 1995 by
appointment only. Those interested in attending the brief are

Electronics Command (CECOM) has established an Electronic Bulletin
Board (EBB) to provide electronic transmittal of Request for Proposals
(RFPs) and Invitation for Bids (IFBs) from government to industry. All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB System. To
become a user of the EBB, you will need an identification code and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB System. A user's
identification code and password will be issued upon request along with
instructions for downloading the EBB user's manual. All requests must
