a Cooling Water System within an existing on-site laboratory. The work
includes the assembly and installation of supply and return piping to
an existing boiler house cooling water system; installation of cooling
water connections to an existing cooling water system and a new closed
loop cooling water system. This work involves low pressure welding,
pipe fitting, electrical installation, structural assembly, metal
fabrication, lifting and handling, masonry, painting and excavation.
Interested bidders must meet the following minimum requirements in
order to receive a copy of the Request for Quotation (RFQ) package.
Only those firms who respond within the specified period and provide
sufficient written documentation to show they meet the following
minimum prerequisites, as determined by Westinghouse, will receive the
subject inquiry for bidding purposes: 1) All prospective bidder
personnel should have U.S. Department of Energy (DOE) Security
Clearance to attend the on-site pre-bid tour. Unclear personnel will be
escorted to tour areas where work will be performed except for those
areas determined to be sensitive by Westinghouse. Attendance at such
meetings is essential for proper understanding of unique ingress/egress
procedures and complex site conditions. However, all contractor
personnel performing on-site work must possess an active DOE Security
Clearance. It takes approximately two to four months to obtain a
security clearance after an individual submits a completed and
acceptable ``Questionnaire for Sensitive Positions'' (QSPs). In order
for bidders to receive a copy of the inquiry package, completed QSPs
must be submitted to Westinghouse within two weeks from the date of
your request for a copy of the inquiry package or provide proof that
the vendor has an adequate number of cleared personnel. QSPs must be
submitted as necessary to fully staff the job. Westinghouse shall
process clearances at no cost to the contractor; however, the effort to
complete and submit the QSPs is solely at the contractors expense. 2.
Prospective bidders must have bonding capability from sureties listed
in the U.S. Treasury Circular 570 relative to contract performance or
be able to provide irrevocable letters of credit from financial
institutions that are Federally insured and have investment grade or
higher rating from a recognized commercial rating service. 3. This is
a small business set-aside action, reference Note 1 applies.
Prospective bidders must certify they qualify as a small business. 4.
Prospective bidders must agree to submit a current Foreign Ownership,
Control or Influence Certification, and all necessary supporting
business and financial documentation, if requested by Westinghouse.
Requests for the RFQ along with the necessary documentation clearly
showing your firm meets the above minimum prerequisites must be in
writing (telephone requests will not be honored), and your letter must
be postmarked no later than fifteen calendar days after the date of
