sought by the Naval Sea Systems Command for the manufacture of
composite material centrifugal pump replacement components, such as
impellers, shaft sleeves, casing wear rings, impeller wear rings,
throat bushings, and box bushings for use in many Navy shipboard
applications. Composite material component designs are being considered
as equivalent replacement to metallic components when price, material
characteristics and end item performance demonstrate adequacy and
interchangeability with baseline metallic part in accordance with
guidance set forth by NAVSEA 03Y3. Composite components may be procured
for Navy use via direct buys from fleet repair activities, direct buys
from ship and/or competitive buys through the Navy and Defense
Logistic Agency supply system. Acceptance criteria with minimum
material characteristics, toxicology requirements and end item
performance testing is available for review from SEA 03Y3 point of
contact. Vendors considering participating in this Navy program shall
obtain prior qualification approval from NAVSEA before being considered
as acceptable composite parts suppliers. All testing and composite
material parts qualification expenses shall be the sole responsibility
of the vendor making the offer and no cost will be borne by the US
Navy. Composite replacement components shall meet all operational
characteristics of the metallic part being replaced, including but not
limited to strength and hydraulic performance. Variance in centrifugal
pump performance shall not exceed +5% or -2% of Original Equipment
Manufacturer design performance characteristic curve and shall meet OEM
design rated point. In the case of impellers, a vane geometry
calculation may be submitted in lieu of actual performance testing
after design validation of the first unit has been qualified. Complete
level of qualification testing requirements and guidance is available
from NAVSEA 03Y3 upon request. Composite components are intended for
use in a limited but vast number of centrifugal pumps
applications/services operating where the total is at or below 200
horsepower and 250 degrees F ata maximum speed of 3600 RPM. Composite
components would be used in pumps that operate in fresh water,
seawater, brine, waste water with 20% hydrocarbon content, and other
aggressive fluids. A 10,000 hours service life is expected from
components subject to wear or deterioration. Composite material parts
shall demonstrate the following properties at minima, a tensile
strength of 12,000 PSI, a flexural strength of 22,000 PSI, a
compressive strength of 35,000, a shear strength of 13,000 PSI, a
modulus of elasticity of 1,400,000 PSI (tension with a maximum
elongation of break of 1.5%), a bond strength of 2,200 PSI, a hardness
of 40 Barcol, a heat distortion temperature of 250 degrees F, and an
Izod notched impact of 2.0ft-lb/in. Composite components shall also
demonstrate the following properties, moisture absorption of 2.0%
(maximum) in 24 hours, and a coefficient of thermal expansion of 2 x
10-5 inch/inch/degrees C. Composite impellers shall exhibit a drive
strength equal to 125% locked rotor torque. Critical interface
dimensions shall not deviate from those of the metallic part under
submerged and dry conditions in order to insure part
interchangeability. Variances in non-critical, non-interface dimensions
may be considered but NAVSEA approval shall be obtained prior to
submission. Composite components must pass shock and vibration
qualification on a representative sample with option to request shock
extension approval to other smaller sizes of the same part. Sources are

products will be considered for provisioning of composite material
