Force Human Systems Center is seeking 8(a) SOURCES ONLY to solicit at
a later date. The United States Air Force plans to acquire the
development, production, and maintenance of computer based Intelligent
Tutoring Systems (ITS). This effort has been classified under the
Standard Industrial Classification (SIC) code 7371. We are interested
in applying ITS technologies to a variety of needs. We envision
developing, fielding, and maintaining a spectrum of ITS capabilities.
Some will provide enhanced procedural training using available
commercial or military Off-The-Shelf (OTS) authoring tools. Other
applications will involve intelligent tutors that use the latest in
state-of-the-art cognitive task analysis and object oriented software
languages. The program goal is to use ITS technologies to accelerate
students' apprentice learning complex systems. TECHNICAL REQUIREMENTS
- ITS courseware shall be developed using either commercially developed
or Air Force Armstrong Laboratroy developed interviewing/data
collection/data analysis (cognitive task analysis) methodologies,
knowledge engineering technologies and software development tools for
ITS application. Tutors will be hosted on personal computors (PC's).
Contractor capabilities required for the ITS program include: 1)
experience in intelligent tutoring systems development, 2) experience
in instructional design and evaluation, 3) experience in collecting and
analyzing cognitive task analysis data, 4) experience in development of
complex software for multimedia personal computers, 5) expertise with
object-oriented programming, 6) experience in creating PC-based
hardware simulations, and 7) ability to successfully manage concurrent,
long term software development projects. Interested parties shall
submit substantiation of the capabilities as part of their capabilities
statement. The Air Force procurement approach is to competitively award
an 8(a) Indefinite Delivery/Indefinite Quantity (ID/IQ) Cost Plus Award
Fee contract or contracts, as multiple awards are being considered. The
contract(s) will have a five year ordering period. The contractor will
design, develop, produc, and test the ordered Intelligent Tutoring
Systems, and deliver required documentation. A draft Request for
Proposal (RFP) is planned for release in the first quarter of FY96. The
final RFP is planned for release in the second quarter of FY96 with a
contract award in the fourth quarter FY96. Until a final RFP is issued,
the above approach is only a baseline concept that may be revised based
on input from industry and other considerations. The purpose of this
announcement is to solicit 8(a) sources certified under SIC 7371;
therefore, potential contractors who have the capability and are
interested in developing and producing Intelligent Tutoring Systems are
requested to respond to the contract manager, Capt Holly Funk, HSC/YAK,
8107 13th Street, Brooks AFB TX 78235-5218. Please respond in writing
within 30 days from the date of this announcement. Qualification
packages should address the seven capabilities listed in the TECHNICAL
REQUIREMENTS section above. Your response should include a
qualification package which establishes your expertise (including years
of experience), or your ability to obtain such expertise required to
perform the prospective contract. The package should contain sufficient
information to permit evaluation of your capability in 5 standard size
(8 1/2 inches by 11 inches) typed, double spaced pages or less.
Furthermore, your written request must include the following in order
to facilitate our assessment of industry's capability: 1)
identification of business size considering SIC 7371 with a size
standard of $14.5 million annual receipts; 2) identification of whether
or not your firm a) qualifies as a small disadvantaged business or b)
qualifies under the Small Business Administration's 8(a) program; 3)
respondent's address, business number, and facsimile number; and 4)
identification of your intent to act as a consultant, subcontractor, or
prime contractor for the effort. The above requested information is NOT
intended as preselection evaluation documentation. All requesters will
be given a copy of the solicitation. The requested information will
enable the Government to more clearly define its acquisition approach.
The Human Systems Center (HSC) has established an Ombudsman to address
your concerns on a non-attribution basis. Potential offerors are
encouraged to exhaust all avenues within the contracting and program
management chain as the Ombudsmans is not meant to b a substitute for
