Specialist, 301/415- 6578 The U.S. Nuclear Regulatory Commission (NRC)
is seeking firms marketing a commercial off the shelf software package
that will replace the existing system and meet the Agency's property
management needs and associated financial reporting requirements. Thee
existing application is executed on a Data General MV/6000
minicomputer running AOS/V that supports remote synchronous and TCP/IP
protocols for access. The application screens use the Interactive Data
Entry Access with COBOL version 3.71 used for programming support.
Firms must be able to provide the data conversion, installation,
testing, maintenance, and technical advisory support for their product.
The product must meet the following property management requirements:
maintain organizational account records, sensitive item holder data
field records and user records; create audit trails for all property
transactions and have archiving capability; a state-of- art inventory
control system supported by a scanner/barcode capability; and have
depreciation schedules. The system will have approximately 50 users and
contain 60,000 records. The product must also work within a local/wide
area network and desktop environment, preferably supporting
client/server architecture. The NRC is fully networked internally with
a Token Ring based topology supporting Novell Network Version 3.12
with over 3,000 nodes. Each node is supported with a 486/33
microcomputer with eight megabytes of RAM running DOS versions 5.0 or
greater and using Microsoft Windows Version 3.1. IBM RS/6000 systems
running Sybase SQL Server 4.9 are used as database servers in the
network. It is desirable if the product possesses data export and
import capabilities that would allow either automated reconciliation or
automated updating of the Agency's financial system. The NRC uses the
Federal Financial System (FFS) for the accounting of capitalized
property. Interested firms must provide documented experience
demonstrating their product can meet the above requirements and operate
on the NRC LAN environment. Additionally, firms must indicate whether
the products' input /export capabilities hve been successfully
integrated with other Federal agency accounting systems, (preferably
FFS) for the purpose of providing automated updating or reconciliation
between property and accounting records. The firm selected for award
will be required to meet a validation test to demonstrate the products
capability/operability before the award of any resultant contract.
Firms responding to this notice shall submit the following
documentation to the NRC: (1) experience in providing the above
requirement; (2) current contracts with government agencies using their
property management product; (3) brochures and (4) any other
information deemed appropriate to determine capability. Firms are
requested to provide a point of contact, business address, telephone

submission of response is 15 days after publication of this notice.
