No.: (703) 875-4009 CORPAC (the ''project sponsor'') invites
submission of qualification and proposal data (collectively referred to
as the Proposal) from interested U.S. firms which are qualified on the
basis of experience and capability to carry out a feasibility study of
an airport modernization and air traffic control systems upgrade
project in Peru (''the project''). The Corporacin Peruana de
Aeropuertos and Aviacin Comercial, S.A. (CORPAC) plans to implement a
project to modernize the air traffic control/navaids system and radar
coverage for the Jorge Chavez International Airport and three other
airports. The consultant will build upon work already completed by
CORPAC and carry out any additional technical, economic, and financial
analyses. The consultant will propose a plan for the new investments
needed to provide adequate airport infrastructure and radar coverage as
well as air navigation and communications systems development in Peru.
The specific tasks to be carried out by the consultant include the
following: 1.Review existing passenger and cargo demand and develop
projections for the next 10 years for the Jorge Chavez Airport and
three key airports to be selected by CORPAC 2.Review airport terminals
and operations for the four airports, including the control tower
facilities. The consultant will development specific requirements for
the Jorge Chavez Airport and its tower facilities, including
requirements for all civil works, equipment, and any training needs. 3.
Review of existing ATC/Navaids systems and radar coverage at the four
airports, including air navigation equipment, radars, communications
systems, and meteorological equipment. The consultant will also assess
the current radar coverage of Peruvian airspace and document any
topographical factors requiring unique systems. 4. Based on the review
conducted in Task 3, the consultant willdevelop the requirements for
equipment, systems, and training. 5. Based on the CORPAC approved
requirements for equipment, systems, and training from Task 4, develop
engineering costs, prepare detailed capital costs estimates and an
investment schedule. 6.Development of financing options. 7. Assessment
of training requirements. 8. Preparation and submission of final
report. A detailed Request for Proposals (RFP), including the Terms of
Reference, and a background definitional mission report are available
from the U.S. Trade and Development Agency (''USTDA''), Room 309,
SA-16, Washington, DC 20523-1621. Requests for the RFP should be faxed
to the IRC, USTDA, (fax: (703): 875-4009). Please include: your name,
company name, address, and telephone number. If you would like the RFP
sent to you via courier delivery service, include the name of the
courier company and your firm's account number. No telephone requests
will be honored. The selected U.S. firm will be paid in U.S. dollars
from a $430,000 grant to CORPAC by USTDA. Only U.S. firms and
individuals may bid on this USTDA-financed activity. Interested firms,
their subcontractors, and individuals (including employees of such
firms and subcontractors) must qualify under USTDA's nationality
requirements as of the due date for submission of qualifications and
proposals and, if selected to carry out the USTDA-financed activity,
must continue to meet such requirements throughout the duration of the
USTDA-financed activity. Details of the USTDA nationality requirements
are included in the RFP, as well as TDA mandatory contract clauses.
Interested U.S. firms should submit their Proposal directly to Fernando
Duarte Mungi, Director, Jorge Chavez International Airport, CORPAC in
Callao, by October 23, 1995. Evaluation criteria will consist of the
following: 1.General experience (ability to provide qualified staff,
overseas experience with emphasis in Latin America in airport and
ATC/Navaids project development and implementation). (20%) 2. Special
expertise in developing system costs and investment programs for major
airport and airspace projects. (15%) 3.Proposed technical approach to
conducting the study including a detailed methodology. (25%)
4.Professional staff capacity (years with firm, years in present
position, years of overseas and Latin American experience), in airports
and airspace projects, including airport design, air traffic control,
ai navigation, communications, tower management, and airspace
management. (20%) 5. Experience in financing airport projects and
privatization (20%). Price will not be a factor in contractor
selection, and therefore, cost proposals should NOT be submitted.
CORPAC reserves the right to reject any and/or all Proposals. CORPAC
also reserves the right to contract with the selected firm for
subsequent work related to the project. CORPAC or USTDA are not bound
to pay for any costs associated with the preparation and submission of
Proposals. Firms agree by their response to this announcement to abide
