Colbert Contracting Officerr (502) 798-7822 (Site Code DAKF23) Proposed
sole source award to McDonnell Douglas, to provide one (1) Engineer
Technician to support (approximately 79) AH-64 Helicopter Fleet, for a
twelve (12) month base period, with four (4) twelve month option
periods. The following are considered the minimal essential
characteristics of the system: Contractor shall be available on a 24
hour- a-day, seven-day-a-week basis to meet routine training and
emergency requirements. Contractor shall ensure equipment
manufacturer's engineering support is available at all times, during
performance of this contract. This includes all technical problems for
which current data is not available to the on-site technical engineer
or user maintenance personnel, to resolve technical problems that
exceed the capability of the military maintenance personnel. Contractor
shall identify all problems encountered that impact on the performance
of this contract, and make recommendation for corrective actions. The
principle place of performance is Fort Campbell, Kentucky. Services
may be required in CONUS/OCONUS, to provide services required under
this contract. Contractor will be required to troubleshoot faults on
aircraft and installed components, including armament and avionics.
Evaluation will be made to determine specific faults and provide
corrective actions and establish serviceability of the aircraft and
aircraft components. Contractor shall inspect aircraft components for
serviceability, review maintenance procedures for accuracy and to
determine if changes are required, and provide suggestions for
improvement. Contractor shall participate in aerial flight as non-crew
member for the purpose of troubleshooting faults that cannot be
duplicated on the ground or evaluating operational aircraft system and
subsystems. Contractor shall provide semi-formal or informal training
to soldiers and Government personnel, on special inspection techniques
and procedures applicable to the maintenance of the AH-64 aircraft.
Provide instruction on application and use of the AH-64 aircraft
peculiar hand tools, secial tools and equipment, to include Test
Measurement and Diagnostic Equipment (TMDE). provide on-spot, hands-on
training as technician inspect aircraft or components. Provide
releasable technical information from factory engineering department to
the field representatives. Contractor field representative shall be
fully trained and up to date on all latest aircraft and equipment
modifications. Provide assessments or provide assistance in the
assessment of damaged and crash damaged AH-64 aircraft and components
to establish extent of damage and to assist in formulating estimates on
repair cost. Provide assessments or provide assistance in the
assessment, or advice on new operational uses of the AH-64 and any
special equipment that may be installed. A twelve month base period of
performance is anticipated to be 1 December 95 through 30 November 96.
This proposed contract is for services for which the Government does
not own specification and drawings to permit full and open competition.
Firms that recognize and can produce the required services with all
characteristics indicated above are encouraged to identify themselves
to the Contracting Officer, and provide supporting evidence to the
Contracting Officer which will permit their participation in a
