Colbert Contracting Officer, (502) 798-7566 (Site Code DAKF23) Proposed
sole source award to Sikorsky Support Service, to provide Engineer
Technician Support for the UH-60 Helicopter Fleet at Fort Campbell,
Kentucky. Period of performance is for twelve (12) months, with four
(4) twelve month option periods. The following are considered the
minimal essential characteristics of the services. Contractor shall
provide all personnel, management, and resources to provide two (2)
Engineer Technicians to support, the UH-60 Helicopter fleet. The
contractor shall be available on a 24 hour-a-day, seven day-a-week
basis to meet routine training and emergency requirements. The
contractor shall ensure equipment manufacturer's engineering support is
available at all times, during performance of the contract. This
includes all technical problems for which current data is not available
to the on-site technical engineer or user maintenance personnel, to
resolve technical problems. Contractor shall identify problems
encountered that impact performance of the contract and make
recommendation for corrective action. The principle place of
performance is Fort Campbell, Kentucky, services may be required in
CONUS/CONUS. Contractor shall be required to troubleshoot faults on
aircraft and installed components, as to establish serviceability of
the aircraft and components. Contractor shall inspect aircraft
components, review maintenance procedures, participate in aerial
flights as non-crew members, provide semi-formal training or informal
training to soldiers and Government employees, provide instruction on
the application and use of the UH-60 hand tools, special tools and
equipment, to include Test Measurement and Diagnostic Equipment (TMDE).
Contractor shall provide assessments or provide assistance in the
assessment of damaged and crash damaged UH-60 aircraft and components
for the purpose of establishing the extent of damage and assist in
formulating estimates on the repair costs. Twelve month base period of
performance is anticipated to be 1 December 95 through 30 November 96.
This proposed contract is forservices for which the Government does not
own specification and drawings to permit full and open competition.
Firms that recognize and can produce the required services with all
characteristics indicated above are encouraged to identify themselves
to the Contracting Officer, and provide supporting evidence to the
Contracting Officer which will permit their participation in a
