Lydia Tadesse, 205-895-1169. Offeror shall provide services as required
to revise/develop the specified Contractor instructed sections of the
student course materials and instructor teaching materials, and
administer and teach required number of sessions of ''HTRW Cost
Engineering.'' The offeror shall provide an instructor team that shall
consist of 2 instructors. The two instructors shall be at the class
site on the second, third, and fourth days of the course. This course
is intended to provide instruction in the specific aspects/tools of
HTRW cost estimating. HTRW cost information within MCACES databases
will be presented, including the HTRW unit price items in the UPB, the
HTRW Remedial Action Work Breakdown Structure (HTRW RA-WBS) in the
Models database, and the HTRW assemblies in the Assemblies database.
The course will provide hands-on computer usage. Course attendees
should have a minimum of two years cost engineering experience and
should have attended the MCACES Gold PROSPECT Course. Three sessions
will be taught during FY96. Course location, dates and session numbers
are as follows: Session 96-01, 01-05 April 1996, Huntsville, AL;
Session 96-02, 13-17 May 1996, Huntsville, AL; Session 96-03, dates and
location will be determined at a later date. Additional sessions may be
required for FY96. Dates and locations for these sessions will also be
determined at a later date. Option years FY97 and FY98 will be
established for two sessions each and any additional sessions required.
A fixed price requirements contract allowing for placement of delivery
orders for sessions shall be awarded as the result of this
solicitation. A technical proposal will be required from all offerors.
Technical evaluation criteria will be set forth in the solicitation
scheduled to be issued on or about 28 Sep 95. Copies of the
solicitation shall be obtained by written request without cost. One set
of the course materials may be obtained from this office at a cost of
$50.00 (non-refundble). Payment will be made by certified check,
cashier's check, or money order payable to: Finance and Accounting
Officer, USAEDH. Telephonic requests will not be honored. All
responsible sources may submit a proposal which shall be considered by
the agency. The Standard Industrial Code applicable to this
procurement is 8999. For the purpose of this solicitation, any concern
whose gross annual receipts over the past 3 years do not exceed an
average of $5,000,000 is considered a small business. Contractor must
