Phone: (615) 751-4666 TVA intends to purchase the following goods or
services by Competitive Negotiation: TVA intends to request proposals
from a list of prospective qualified construction firms for entering
into a partnering agreement for the performance of general
construction/craft labor services and equipment for its generating
plant switchyards, substations, electrical transmission system, and
power control communication facilities. TVA intends to award up to
three contracts with an anticipated annual contract workload of up to
250,000 workhours per contract; however, no minimum amount of work is
guaranteed. The term of the contracts will be two years with two
options for unilateral extension by TVA of up to two years each. TVA
desires to select firms that have a history of successful experience in
transmission line and/or substation power utility construction
projects. TVA has certain minimum mandatory qualification requirements
that respondents must meet before consideration including: A) 10 years
of successful experience in transmission line and/or substation power
utility construction projects; B) Demonstrated capability to
simultaneously construct and/or provide craft labor services and
equipment for up to 20 transmission line and/or substation electric
system projects (up to 250,000 workhours annually) which are
geographically dispersed throughout TVA's electric power system in the
7-state service area; C) Have an acceptable safety program with a
current EMR no greater than 1.0 and an OSHA/BLS recordable injury
frequency rate no greater than 7.0, with demonstrated ability to assign
onsite safety professionals; D) Have a total quality program that is an
integral part of day-to-day operations and demonstrates continuous
process improvement; E) Have experience in use of computer-based work
management/invoicing systems and agree to utilize TVA systems. All work
is performed under the Project Maintenance and Modifications Agreement
(PMMA) and/or Construction Project Agreement (CPA). Respondent agrees
to be signatory to these project agreements. Due to the need to make
an award under this procurement on an urgent basisin order to meet
operations and outage schedules, TVA intends to issue solicitations ten
(10) business days after date of CBD publication only to prequalified
firms and to those who have certified in writing that they meet all of
the above minimum mandatory requirements. Written requests for copies
of the solicitation must contain a statement that the requester meets
all of the above requirements and must be received no later than 5
p.m. EDT ten (10) business days following initial CBD publication.
Solicitation will issue 10 days after date of CBD publication.
Technical data will be furnished with solicitation. Delivery Date: TO
BE DETERMINED. F.O.B.: SELECTED TVA FACILITIES. All responsible sources
