The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a sole-source contract to AMRON International Incorporated for the acquisition of 36 line items for parts and equipment for use in the Explosive Ordnance Detail (EOD) Mobile Support Facility (MSF). The EOD MSF is a portable recompression facility for treating pressure related diving injuries. This acquisition is unsuitable for full and open competition for the following reasons: (a) Amron designed and built the recompression parts used in the EOD MSF at the Coastal Systems Station. The design of the required parts is proprietary to Amron. (b) These items have been tested and approved for Navy use and are listed in NAVSEAINST 10560.2C. These are the only parts currently approved for use in this application. Any change in the items furnished would require retesting and result in decertification during testing of the EOD MSF system. Amron International is the only source that can furnish the required material in the required time frame. Delivery is 150 days after contract award. Note 22 applies. (0251)
