The Harris Corporation under Air Force Contract No. F04701-93-C-0003 has a requirement for commercial, off-the-shelf (COTS) video encoders and decoders to transmit approximately 100 channels in an eight-node ring network. The following features are required of this hardware: accept NTSC composite video input; scalable compression to transmit multiple video channels onto one DS-3 or other industry-standard output; hot swappable modules; redundant power supplies; remotely scalable; remotely accessible status alarms; and configurable by a remote network manager. It is preferred that multiple encoder and decoder modules, with associated controller and power supplies, reside in a common chassis. All interested firms should submit product literature to the address as shown above giving performance parameters and verification that COTS equipment satisfies the required features within fifteen days after publication of this notice.
