Research Laboratory (NRL) is interested in receiving concept
(''white'') papers describing new, innovative and creative concepts on
the use of high temperature superconducting (HTS) technology in
selected microwave and millimeter-wave devices and components
including, but not limited to, the following: (1) low insertion loss,
physically compact shifters capable; (2) low electrical attenuation,
low thermal loss input/output signal transmission lines which can be
used to introduce or extract microwave signals into and out of
cryogenic (temperatures less than 100 Kelvin) enclosures to room
temperature environment; (3) new, novel and innovative concepts for the
use of HTS materials in microwave antennas and antenna feed-networks.
Although the use of thin (or thick) film HTS technology is preferred,
proposals employing bulk HTS materials may be considered if their
utility appears to be sufficiently promising. The Government expects to
award one contract at a level of effort not to exceed one-person-year
per year for a two (2) year period of performance. The Government
reserves the right to pursue for award any, all, part or none of the
responses received. It is suggested that the concept (''white'') papers
not exceed ten (10) pages in length including an outline of the
proposed research and an estimate of the level of funding required for
the two year duration of the proposed research effort.
Concept(''white'') papers in response to this BAA should reference BAA
number 04-95 and should be submitted in hard copy prior to Close of
Business, Friday, 13 October 1995 in one original and three (3) copies.
Concept papers and proposals received after that date may still be
considered for award, if additional funding should become available.
Offerors of those concept (''white'') papers which are considered
responsive to this BAA may be asked to submit formal proposals.
Proposals will be evaluated according to the following criteria: (i)
degree to which new and creative solutions to technical issues
important to NRL programs are proposed, (ii) feasibility and the
Offeror's understanding of the proposed approach and technical
objectives, (iii) the Offerr's ability to implement the proposed
approach as demonstrated by specific accomplishments in the technical
field to be studied by availability of qualified personnel, and by
appropriate facilities, (iv) the degree to which technical data and/or
computer software developed under the proposed contract are to be
delivered to NRL with unrestricted rights, and (v) the availability of
funds, proposed costs and cost realism. Offerors are advised that only
the NRL Contracting Officer is legally authorized to commit the US
