Administration (GSA) announces an opportunity for Full Architectural
and Engineering (A-E) design services for Repair and Alteration (R&A)
work for renovation of building systems, facade, cafeteria and general
modernization including upgrades as required for fire/life safety
codes requirements, for the Operations Bldg.-102,000m2 at the Social
Security Adm. Campus in Woodlawn, MD. Facility will be 2/3 occupied
during the phased contruction. Project schedule currently shows
construction occurring 11/98-9/03. A Prospectus Development Study (PDS)
has been developed to provide information and Scope of Work issues for
this project, and a recently completed Master Plan (MP) provides
direction for the design - MP copies will be available to short listed
firms. The project budget doesn't reflect the MP. The PDS can be
obtained by mail by faxing a request to Ms. Virgil Shuler at
(215)656-5838. A Pre-Submittal Conference will be held 09/20/95 at 10
a.m. in the Altmeyer Bldg. auditorium at 6401 Security Blvd., Woodlawn,
MD. This R&A project requires numerous professional team members; the
successful Lead A-E Design Firm, Lead Designer and any Key Design
Disciplines (Structural/MPE, etc.) required for the project must have
previous experience working with similar R&A projects (scope and
complexity) including working with issues associated with a single
agency and its multiple components, unions, etc. The project is to be
designed and constructed in hard metric (S.I.) units, therefore, full
metric design capability is required. The Estimated Construction Cost
at Award is $50-$57 million. The A-E services include review of
existing documentation, survey and data gathering, review and
incorporation of issues outlined in the MP, analysis of the PDS,
pre-design, survey, concept design, space planning and coordination
with GSA/SSA space planning, hazardous materials testing required in
normal design and construction practice. Options will include:
Preliminary Construction Documents, Final Construction Documents, and
Post Construction Award Services (submission review, inspections). GSA
will have a term Construction Management Fim (CM) and Project Manager
during design and construction to assist GSA. GSA minimizes asbestos
exposure with the following policy: GSA manages asbestos in places
where it's in good condition and abates it when damaged or subject to
disturbance by routine operations/planned renovations. It's not GSA
policy to remove all asbestos containing building materials during
renovation. GSA's policy is to remove only those materials directly
impacted by the planned work, or materials that are damaged or are
likely to be damaged. A-E SELECTION PROCESS: A two stage, one panel
(Design Excellence), selection process will establish the excellence of
the A-E Design Firm, Lead Designer and Key Design Disciplines in Stage
I. The Stage I submission will include Standard Forms (SFs) 254 and
255 and will address the criteria below. Stage II will further
establish the capabilities and qualifications of the entire Project
Team. STAGE I: This stage will establish the design excellence
capabilities of the Design Firm's Lead Designer and Key Design
Disciplines (Structural/ HVAC). The ''Lead Designer'' is the individual
or studio that will have the primary responsibility to conceive the
design concept for the building's renovation. The Lead Designer shall
be an architect. This individual/studio is employed by the Design Firm
which may be a firm, partnership, joint venture, corporation,
association or other legal entity which will have the contractual
responsibility for the project design. In Stage I, a short list
(minimum of three firms), will be selected based on submittals in
response to this announcement. The A-E Design Firm, Lead Designer and
Key Design Disciplines (Structural/MPE) shall demonstrate, as a
minimum, examples of their expertise in related R&A/modernization
projects through the use of SFs 254 and 255 and per the itemized
evaluation criteria below. The Stage I submittal shall demonstrate
design accomplishments and discuss design philosophy regarding such
issues as flexibility, ease of maintenace, client satisfaction, budget
issues, budgetary challenges, success in prescribing the use of
recovered materials and achieving energy efficiency in facility design,
etc. (herein after referred to as RENOVATION ISSUES). STAGE I
EVALUATION: In descending order of preference, Stage I selection shall
be based on: 1)Past Performance on Design 2)Problem Solving
Capabilities 3)Personnel Qualifications/Experience )Metric Experience
I. PAST PERFORMANCE ON DESIGN A. Requirements. 1)Similar Experience-The
A-E Design Firm will demonstrate experience in no more than: a)Four
projects, completed within the last 10 years, b)Two of the four must be
complex/ diverse R&A projects, c)Two of the four must have been in
occupied buildings, d)One project should be similar in size, scope and
complexity to the Operations Bldg. and range from 28,000-42,000m2. The
A-E Design Firm will submit a maximum of three graphics per project,
provide a one page typewritten description of each addressing the
RENOVATION ISSUES as stated above. 2)The Lead Designer shall submit a
biographical sketch including education, professional experience,
experience with similar size and scope projects, and recognition for
design efforts. Support this sketch with information on three projects
(related/unrelated to the proposed work) including graphics (maximum
of two per project) and one page typewritten narratives for each
project identifying specific roles and involvement. Strength in facade
renovations/replacement/reconfiguration is a plus. 3)The associated
Key Design Disciplines (Structural/MPE) shall demonstrate experience in
no more than: a)Two projects similar in scope, complexity and
magnitude, b)Completed within the last 10 years, c)Both must be complex
and diverse R&A projects, d)One in an occupied building. Submit a one
page typewritten description of each project submitted addressing the
RENOVATION ISSUES as stated above (graphics are not a requirement). The
supporting typewritten descriptions required above shall address the
design approach and salient features for each project (include any
tangible evidence, where possible, such as certificates, awards, peer
recognition, etc.) Demonstrate design excellence and discuss how the
client's design, economic, life cycle, and operational objectives were
satisfied. B. References. For each of the projects in Section I.A.,
provide the name/phone number of the owner's representative during
design and construction. II. PROBLEM SOLVING CAPABILITIES A. The A-E
Design Firm shall demonstrate its ability to creatively solve a complex
design problem - the problem must be associated with one of the
projects identified. The problem detailed should have been resolved to
the client's satisfaction; provide client name/phone number. The
problem may be in design or construction. B. The Lead Desiner shall
demonstrate ability to creatively solve a complex problem that they
were specifically involved in. Provide client name/phone number. C. The
Key Design Disciplines (Structural/HVAC) shall demonstrate their
ability to solve a complex design problem that they were specifically
involved in resolving. Provide client name/phone number. The Problem
Solving information required above shall be described in detail on one
8''x11'' typed page. III. PERSONNEL QUALIFI CATIONS/EXPERIENCE A. A-E
Design Firm, Lead Designer, and Key Design Disciplines shall provide
resumes for each of its proposed key personnel. Resumes will be
evaluated on relevancy of individuals' experience as related to the
proposed scope of work and on the basis of their education and/or
registration/certification. B. The Lead Designer shall provide a one
page typewritten statement of their overall design philosophy and
approach to the challenge of resolving design issues, especially in the
environment of a renovation/multi-user/occupied facility with budget
constraints. IV. METRIC EXPERIENCE A. Full design capability in hard
metric terms is required. Provide extent of previous experience with
metric projects including projects of similar size and scope. STAGE II
EVALUATION: The successful short listed firms identified in Stage I
will have 5 weeks to make the final submittal including SFs 254 and 255
reflecting the entire proposed Project Team. GSA will work with the
firms to schedule interviews. Final selection will be based on the
interviews and the following criteria in descending order of
preference: 1)PAST PERFORMANCE, EXPERIENCE AND PRODUCTION CAPABILITIES
(An interview of the Design Firm and/or production office will occur
in this phase), 2)TEAM PERSONNEL QUALIFICATIONS AND EXPERIENCE,
3)DESIGN APPROACH AND TECHNICAL/ MANAGEMENT ABILITIES, and
4)CAPABILITIES OF FIRMS/TEAMS LOCATION: Firms meeting the criteria with
capability to perform the services described here are invited to
respond by submitting the above mentioned information with a letter of
interest (identify this announcement by number) to: GSA, The Wanamaker
Bldg., 100 Penn Square East, Rm. 614, Phila., PA 19107, Attn: Thomas
Grignol by 10/13/95. All other A-E firms/consultants interested in
participating in the design team should submit a letter of interest
ONLY; it will be forwarded to the short listed firms. In developing the
Project Team equired for Stage II, those firms short listed are advised
that at least 55% of the contract level of effort must be performed
within a 100 mile radius of Woodlawn, MD. REQUIREMENTS FOR
SUBMISSIONS/COMMUNICATION: 1)AutoCAD Release 12, 2)Word 6.0 or
WordPerfect 5.2 for documents, 3)Excel 5.0 for estimates, 4)ccMail,
Internet or electronic mail system compatible with GSA, SSA and the CM.
This procurement is being made under the Small Business Competitiveness
Demonstration Program on an unrestricted basis under full and open
competition (SIC Code 8711). This is NOT a Request for Proposal. In
accordance with PL 95-507, the A-E will be required to provide the
maximum practicable opportunities for small business concerns and small
business concerns owned and controlled by socially and economically
disadvantaged individuals to participate as subcontractors in the
performance of the contract. As part of its commitment to socioeconomic
initiatives of the Federal Government, the General Services
Administration has established for fiscal year 1995 subcontracting
goals of 20 percent for small business, 5 percent for small
disadvantaged business, and 5 percent for women-owned business. In
support of the agency efforts, firms seeking consideration for this
contract should provide maximum practicable subcontracting
opportunities for small, small disadvantaged, and women-owned
businesses. The use of subcontractors/subconsultants shown on the
submitted SF 254s will be reflected in a Small Business and Small
Disadvantaged Business Subcontracting plan included in the contract.
Firms must also provide a brief written narrative of outreach efforts
made to utilize small, small disadvantaged, and women-owned businesses.
The narrative shall not exceed one typewritten page. An acceptable
subcontracting plan must be agreed to before contract award. (Small
