D -- PROVIDE ANALYSIS OF LOSS MODELS AND CREATING LOSS AND REENLIST-GIVEN-STAY RATES SOL F49642-95-R0201 DUE 100995 POC Contact Joseph Gatto, Contract Specialist, 202/767-7982, or Lisa Romney Contracting Officer, 202/767-8099 The 11th Contracting Squadron (11CONS/LGCX) intends to negotiate on a sole source basis with General Research Corporation (GRC), 1900 Gallows Rd. Vienna, VA 22182. This would be a Fixed Price type contract with a 9 month performance period. This decision is based on FAR 6.302-1(a)(1) and (2), ''Only one responsible source and no other supplies or services will satisfy agency requirements'', 10 U.S.C. 2304(c)(1) or 41 U.S.C 253(c)(1). This contract will provide analysis of loss models and creating loss and reenlist-given-stay rates. In order to have their responses to the synopsis evaluated, interested sources must submit evidence that they can provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide loss models support to AFPOA/DPD. AFPOA/DPD requires Federal Information Processing (FIP) support services to support forecast modeling of Air Force enlisted forces. Required support services consist of the following four areas: 1) Technical Evaluation of First Term Expiration of Term of Service (ETS) Loss Models; 2) Model Air Staff Methodology for Setting Bonus Values for Reenlistment; 3) Re-specification of Loss Models; and 4) Retention Regression Model Integration. Perspective offerors should possess extensive experience in the enlisted forces modeling arena; inparticular, working with loss rates methodologies and the effects of the Selective Reenlistment Bonuses on the armed forces. This acquisition is being conducted under the Air Force's specific delegation of GSA's exclusive procurement authority for FIP resources. The specific GSA DPA case number is KAA-95-AD001. The contractor must possess and maintain the ability to be within two hours commuting time of Bolling Air Force Base, Washington, DC. This requirement is for the Air Force Personnel Operations Agency, Systems Support Division (AFPOA/DPD), at Bolling AFB, Washington, DC. All responsible sources may submit a proposal which shall be considered by the agency.
