Officer, (202) 523-0059. Real Estate Advisory Services. The National
Park Service (NPS) is seeking an experienced consultant firm or team to
provide real estate advisory services to NPS, an agency of the U.S.
Department of Interior. Categories of consultant services and required
disciplines include real estate economics and modeling, real estate
development, real estate asset and property management, and public
sector financial advisory services. The consultant will assist NPS in
assessing the feasibility of leasing real property including structures
and lands under NPS management. The goal of the NPS leasing program is
to utilize structures and lands in such a manner to reduce government
expenditures, and protect the structures and lands through
economically viable leaseholds. By statute, all properties managed by
NPS are subject to regulatory provisions intended to preserve, protect,
and provide public access to the nationally significant natural and
cultural resources which led to the inclusion of these properties in
the National Park System. Properties are located in urban, suburban and
rural areas, and include a variety of residential and commercial
structures in widely varying condition. A majority of NPS buildings
potentially available for leasing are considered of historical
significance, are less than 10,000 gross square feet in size, and are
located primarily in the east and midwest. The unique qualities and
prominence of a National Park setting often makes NPS properties
attractive to both commercial and non-commercial users. Consulting
services will be provided to the Washington headquarters office, which
provides agency and program leadership, policy and regulatory
direction, and liaison with the Congress, the Department of Interior,
other federal agencies, and affiliated national organizations for the
368 parks which comprise the National Park System. The consultant team
is expected to work closely with senior NPS and Department of Interior
officials. The National Park Service will award an indefinite quantity
contract to the successful offeror whose offer conforms to the
solicitation and is most advantageous to the Government, cost and other
factors considered. Individual task orders will be placed to order
services as they are required and funding becomes available. The total
of all task orders per year will not exceed $250,000, and each task
order will not exceed $150,000. The selected firm is guaranteed a
minimum of $100,000 during the life of the contract. The term of the
contract will be one year with one additional one-year option. To the
