intends to procure the following requirement from United Airlines,
Denver CO. Pilot School Simulator Training to include state-of-the-art
aircraft simulator training, classroom instruction and hands on
training in the handling qualities, performance characteristics and
systems operations of large aircraft. Classroom instruction to
approximately 30 personnel. Flight instruction of pilot/engineer teams
conducted at a single location in Level C and level D simulation,
Boeing 747/KC-135/KC-10 air refueling, in multi-engine jet aircraft
simulators such as the DC-10, DC-8, Boeing 727, 737, 747, 757, 767, Air
Bus A300, A310, A320, A330, A340, MD80 series and MD90 series. Level C
to include: a full aerodynamic program with ground effect, turbulence
and wind shear models; a 6 degree of freedom motion base; flight
control system which matches the static and dynamic characteristics of
the aircraft; simulation time delay not to exceed 150 milliseconds;
engine out and other emergency procedure operations; and a 4 window
computer generated image (CGI) visual system which includes airport
ground and airborne traffic and may be night/dusk CGI. Level D
capability to include all Phase II requirements, all aircraft buffet
characteristics (stall, flaps, spoilers, landing gear, mach, etc)
accurately simulated, and daylight CGI visual. Each pilot/engineer team
shall receive at least one hour in each of four different simulators
types; 1.5 hours in Level D simulator; and 30 minutes in the air
refueling simulator. Potential offerors must have experience in flight
testing and simulator training. Two training sessions will be required
each fiscal year (FY). United Airlines, Denver Colorado was selected as
the source for this procurement because United Airlines can provide
this requirement of historical developement of simulators, visual
systems, motion systems, and associated time delays, use of simulator
training in place of in-flight training for aircrew certification. The
procedure to be used in awarding this contract is written quotation
and the anticipated award date is 28 September 1995. SIC Code 8299,
