Selby, Contracting Officer. The ACC Contracting Squadron intends to
issue a Draft Performance Work Statement (PWS) for industry comment on
Battle Management Training (identified in previous contracts as the
Systems Training Program (STP). Battle Management Training (BMT)
provides elements of the Theater Air Control System (TACS) and CONUS
Air Defense System with a major portion of the training materials
required to sustain combat readiness. These materials support Initial
Qualification Training (IQT), Mission Qualification Training (MQT),
Continuation Training (CT) and System Training Exercises (STEs). Units
supported include: Air Operations Center (AOC), Control and Reporting
Center (CRC), Control and Reporting Element (CRE), Tactical Air
Control Party (TACP), Airborne Warning and Control System (AWACS),
Airborne Battlefield Command and Control Center (ABCCC), and Sector
Operations Control Center (SOCC). Essential elements of the program
are: Joint System Training Exercises (JSTEs). Academic Instructional
Materials, and Training Specialist services to support TACS training
programs. Training Specialist services are required at Headquarters Air
Combat Command (HQ ACC), Langley AFB VA; USAF Air Ground Operations
School (AGOS), Hurlburt Field FL; 552 Air Control Wing (ACW), Tinker
AFB OK; 9AF, Shaw AFB SC; 8AF, Barksdale AFB LA; 12AF, Davis Monthan
AFB AZ. Services and materials will be provided to ACC and optional
contract line items (CLINS) will be developed for United States Air
Forces in Europe (USAFE), Pacific Air Forces (PACAF) and the air
National Guard (ANG). The draft PWS will be issued on or about 31
October 1995, and industry comment on the requirements contained in the
draft PWS are requested by 30 November 1995. All comments will be
thoroughly reviewed prior to release of the formal solicitation. This
will be a draft PWS and it is subject to change prior to release of the
formal solicitation. In no way does this draft PWS obligate the
government. If a formal solicitation is issued for this requirement,
there is a possibility that it may be set aside for small business
participation only. All small disadvantaged business must be certified
in the Standard Industrial Code (SIC) 8299 and meet applicable size
