all labor, material, equipment and services required for the
construction of a new 43,200 sq ft Building 10 Cross Dock facility. The
Cross Dock consists of 43 truck dock positions in a building to be
constructed adjacent to two existing buildings, including alterations
to the new buildings. Work is to be completed in two phases with last
phase starting March 1, 1996 and completion no later than September 1,
1996. The estimated design and construction cost range for this
solicitation is $3 million to $3.5 million. Offers will be evaluated
and consideration will be given to firm responding to this
advertisement in accordance with these technical criteria in the
following order of descending preference: (1) Design/Build experience
on Building Officials and Code Administrators International Inc (BOCA)
classified industrial projects of this magnitude completed in the past
three years. Have in-house architect and engineering (A/E) capacity or
agreement with qualified A/E firm with registration in State of
Illinois and demonstrated ability of successfully working as a team.
A/E firm shall have Autocad Version 12.0 or later and Microsoft Word
6.0. A/E firms and engineering consultants are required to provide
evidence of current errors and omissions insurance in the amount of not
less than $200,000.00. Financial stability and certification of current
bonding capacity and capability to bond this project shall be
demonstrated. Provide references of all previous clients broken out by
a list of all relevant completed projects done by the submitting
office in last three years, (2) Experience in phased or fast-track
construction (on industrial projects); working on construction in an
environment that has to have operations maintained at all times, (3)
Minority-owned Business participation, Woman-owned Business and Small
Business Program commitment. Provide record of experience in the last
five years for minority for minority-owned business/woman-owned
business/small business extent of participation on ``tracked''
projects. Geographic location: preference given to firms outside that
geographic area. Cost offers from those firms determined to be ``the
best technically qualified'' will be opened. Qualifications and price
proposal will be evaluated by a US Postal Service committee. All
submissions not considered ``the best technically qualified'' will be
returned. A preproposal conference has been scheduled for September 22,
1995, 11:00 am, Main Conference Room, Chicago BMC, 7500 West Roosevelt
