Center, Training System Product Group (ASC/YW) intends to issue Request
for Proposal (RFP) F33657-95-R-0010 for the purpose of obtaining visual
simulation systems for upgrade of existing Air Mobility Command Aircrew
Training Devices (e.g., KC-135R Operational Flight Trainers (OFT) and
KC-10A Weapon System Trainers (WST) or other wide body aircraft. Each
visual simulation system will consist of out-the-window (OTW) visual
systems with image generators, display systems, and logistics support
packages. Visual database generation systems (DBGSs) and visual system
operations and maintenance training are also required. General
performance requirements of the visual simulation system include FAA AC
120-40 level C fidelity plus day/dusk/night visual operation, advanced
texturing, calligraphic lighting, 225 degrees minimum horizontal field
of view (FOV), and the vertical FOV required to effectively perform
aerial refueling training. The systems shall be capable of being
integrated on existing KC-135R OFTs, KC-10A WSTs, and other similar AMC
motion based aircrew training devices by the in-place Aircrew Training
System (ATS) contractor without degrading the inherent capability of
the existing trainers. The DBGS must have the capability to import,
enhance, and export MIL-STD-1821 Standard Simulator Data Base (SSDB)
Interchange Format (SIF) visual databases. All qualified sources must
be capable of providing a demonstration of SIF import, enhancement, and
export capabilities of a government provided SIF compliant geo-cell,
plus a real-time demonstration of the resulting run-time database on
the proposed visual simulation system. The demonstration will be
evaluated as part of the source selection process and will be conducted
after proposal submittal. Release of the RFP is anticipated for 27 Sep
95. The contract type for this program will be Firm Fixed Price (FFP)
Indefinite Delivery/Indefinite Quantity (ID/IQ). The contract will be
for a span of approximately 60 months. The proposal volume containing
past and present performance ill be due 21 calendar days after RFP
release and the remaining volumes of the proposal will be due 45
calendar days after RFP release. The SIC Code for this program is 3728
and the applicable size standard is 1,000 people. Information in this

construed as a commitment by the Government. An Ombudsman has been
established for this acquisition. The purpose of the Ombudsman is to
receive and communicate serious concerns from potential offerors when
an offeror prefers not to use established channels to communicate
his/her concern during the proposal development phase of this
