536-6330. A -- INTEGRATED MODELING AND SIMULATION FOR JOINT AND AIR
FORCE CHEMICAL AND BIOLOGICAL DEFENSIVE ASSESSMENTS. Sources are being
sought for conducting Air Force exploratory research aimed at
developing, maintaining and providing the Joint and USAF modeling,
simulation, and analysis (MSA) community standard interoperable
chemical and biological warfare (CBW) methodologies and an architecture
which can be used to support all phases of the acquisition process in
definition of vulnerability and operability assessment. The scope of
this effort is to (1) evaluate existing simulation models for accuracy,
utility, and accredibility across a wide range of CBW and MSA issues;
(2) develop standard interoperable MSA architectures and measures of
effectiveness which will allow appropriate representation of threat,
challenge, operability and vulnerability at all echelons of combat; (3)
define and standardize simulation input parameters; (4) select, develop
and implement methodologies for remote interaction with legacy or new
generation model architectures using the Defense Interactive Simulation
(DIS), Aggregate Level Simulation Protocol (ALSP) or other MSA
standards for interoperability; (5) develop a prioritized list of
potential adversaries with a CBW capability and define objective-driven
CBW threat scenarios; (6) quantify regional theater effects for use of
CBW; and (7) operate, maintain, modify, and upgrade the Air Force
Chemical Defense Simulation System (CDSS) to support Joint and USAF
operations modeling and wargaming. These requirements dictate the need
for extensive experience in computer modeling of joint CBW defense
operations, simulation networking and CBW agent challenge, toxicity and
hazard. A strong background is necessary in analysis and assessment of
detection, identification and warning of CBW hazards, individual and
collective CBW protection, and joint command, control, and
communications. Respondents should have experience with distributed
simulation techniques including DIS, ALSP, the Defense Simulation
Internet (DSI) or other techniques supporting interoperability.
Computer experienceis required for the operation and maintenance of a
TEMPEST certified Simulation Research Facility (SRF) which consists of
microcomputers and IBM RISC 6000 workstations. This effort requires
generation, reproduction, and storage of classified data up to a NATO
SECRET level. It is anticipated that time-sensitive classified data
will be exchanged four times daily between the SRF and the Armstrong
Laboratory, therefore, it is necessary that the contractors operating
facility be located within a 20 minute transit time within a five to
ten mile radius) of Wright-Patterson AFB, Area B, Bldg 29. The contract
is anticipated to be 180,000 man hours over a five-year period. This

connection with this proposed procurement, information is required as
to whether your firm is considered a small business. For this item the
general definition to be used to determine whether your firm is small
is as follows: A small business concern is a concern that is
independently owned and operated, is not dominant in the field of
operation in which it is bidding on Government contracts and with its
affiliates, the number of employees does not exceed 500 persons. A
concern means any business entity organization for profit with a place
of business in the United States, its possessions, Puerto Rico, or the
Trust Territory of the Pacific Islands, including but not limited to an
individual, partnership, corporation, joint ventures, association, or
cooperation. Firms responding should also indicate whether they are a

they are a woman-owned business. The Air Force reserves the right to

An Ombudsman has been established for this acquisition. The only
