Universities, Inc., operator of Brookhaven National Laboratory, under
contract with the U.S. Department of Energy intends to engage a minimum
of two engineering firms to provide multi-disciplined engineering
services for technical support and detailed design of modifications for
the High Flux Beam Reactor (HFBR) at Brookhaven. The HFBR is a 60MW
heavy water-cooled and moderated reactor. The scope of work includes
engineering analyses, preparation of reports and procedures, and
engineering and design services for facility modifications. Firms
wishing to be considered must have a quality assurance program that
implements the ISO 9000 series, ``Quality Management and Quality
Assurance Standards,'' or the basic and supplemental requirements of
ANSI/ASME NOA-1, ``Quality Assurance Program Requirements for Nuclear
Facilities.'' In addition, interested firms must have experience with
the application of reactor safety criteria and nuclear codes and
standards such as the ASME B&PV Code Section II, III, V, IX and IEEE
Standards 308 and 603. This solicitation is unrestricted. All qualified
firms are invited to participate. The following criteria will be used
to evaluate firms. All items are weighted equally. (1) Experience of
the firm in comparable work with power and research reactors, (2) A
demonstrated ability to manage and perform tasks within schedule and
budget, (3) Availability, experience and qualifications of team members
from all engineering disciplines, including the proximity of the
project office to the Brookhaven site, (4) Ability to provide detailed
design services, i.e., drawings calculations, procedures, ASME II
design reports, (5) The effectiveness of the firm's QA program and
experience of the team members with the application of industry NRC,
and DOE codes and standards. Interested firms are invited to submit
four complete copies of Standard Forms 254 and 255 to the address
above. Please provide Standard Forms 254 and 255 in as concise a format
as possible. Information submitted which is not directly pertinent to
the requirements described above will not be considered for evaluation.
The estimated start date for these contracts is April 1, 1996. The
contracts will run for three years and each will contain an option for
two, one-year extensions to be exercised at Brookhaven's discretion.
Only responses received by October 18, 1995 will be considered.
Following an initial evaluation of the information submitted in the SF
254s and 255s, the most highly qualified firms will be asked to
provide documentation of their established QA program. Those firms
providing acceptable documentation will be invited to interview for a
contract. This is not a request for proposal. Brookhaven and the United
States Government will not be responsible for any expenses incurred by
