U -- PRINCIPLES AND PRACTICE OF RAILROAD BRIDGE INSPECTION TRAINING SOL DTFR53-95-Q-00435 POC Contact Point, Contracting Officer, Jill B. Shohet, 202/366-0652 The Federal Railroad Administration (FRA) intends to negotiate a firm, fixed-price purchase order for Railroad Bridge Inspection Training. The FRA requires three classes, each a minimum of 8 days, to be given to approximately 45 railroad track safety inspectors. The course will utilize already developed curriculum combining classroom instruction and field training on railroad bridges. A classroom manual will be provided by the FRA. The contractor shall be responsible for transporting students and arranging demonstrations of classroom objectives on several railroad bridges, to include metal bridges, and masonry and timber structures. The contractor must provide a qualified and experienced instructor familiar with railroad bridge inspection. The Principal Instructor must be a Registered Professional Engineer and demonstrate extensive knowledge of railroad bridge inspection. Highway bridge experience alone is not adequate for this requirement. This purchase order will be awarded on a best value basis, price and other factors considered. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short-Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
