comprised of firms that meet the following criteria: 1) firms
pre-qualified for open competitive bidding by the Chugoku-Shikoku
Regional Agricultural Administration Office; 2) firms that do not fall
under articles 70 and 71 of the cabinet order concerning budget,
auditing, and Accountin; 3) firms that score at least 1,500 points in
a formula for qualification screening for civil Engineering work; at
least one member firm with less than 1,500 points is acceptable if it
meets all the other criteria; 4) firms that can assign, to the
construction site, a full-time chief engineer or Engineering supervisor
who meets the following criteria: a) in the case of chief engineer, is
qualified as a certified first-class construction supervisor under the
construction business law, or is qualified for construction,
Agricultural civil Engineering, or Forestry civil Engineering under the
engineers law;and B) in the case of Engineering supervisor, is
qualified to supervise designated construction work under the
construction business law; 5) firms that have -- since April 1985, as
the main contractor -- constructed a fill dam of at least 15 meters in
height. Note: only construction projects in which bidders have had a
20 percent or greater share are eligible for consideration; 6) firms
not currently suspended from designation by the Director of the
Chugoku- Shikoku Regional Agricultural Administration Office; 7) firms
not related by capital or personnel to the contractors involved in
this project; and 8) consortia that meet the following criteria: a) the
number of member firms must be three; all members must have an at least
20 percent share of involvement; B) consortia that can carry out this
project satisfactorily, based on an adequate plan of action; C)
consortium's representative must meet the following criteria: (1) has
-- since 1985, as the main contractor -- constructed a fill dam of at
least 30 meters in height; and (2) can assign, to the construction
site, a full-time chief engineer or Engineering supervisor who has at
least five years of experience with construction of a fill dam of at
least 30 meters in height; and D) consortium's representative must have
a score of at least 1,500 points in a formula for qualification
