Provision to Measure an Individual's Functional Capacity and Ability to
Engage in Productive Activity--The Social Security Administration (SSA)
is attempting to identify vendors that can provide state-of-the-art
technology/machinery and, as applicable, an accompanying service
delivery system which measures performance of body activity essential
to the performance of work-related activities and relates that
performance to the world of work. (Vendors who are able to provide only
the technology/machinery or both the technology/machinery and the
service delivery system are requested to respond.) The
technology/machinery must be operational with normative baseline data
for work related activities. It must include a protocol to ensure
consistent application and interpretation of the data derived from the
machinery, with documentation of reliability and validity levels. The
response is to include a description of the technology/machinery, its
designated use, the extent of its use in the marketplace, the training
and protocol to ensure reliable and valid measurement, the level of
acceptance of data derived by end users and the method that is used to
relate the findings to the world of work. Vendors should also include
documentation of their service delivery system(s). Information
provided on the service delivery system should include: Education and
training required by the vendor's operators to use the
technology/machinery, reports provided to clients, warranty and
maintenance agreements and the locations where the client services are
provided. A list of clients who have purchased the
technology/machinery or utilize the vendor's delivery system is also
requested. Interested parties must respond to this notice within 60
calendar days from the date of this publication. Vendors capable of
providing the instrument/technology/machinery and, as applicable, the
service provision to measure functional capacity and its relationship
to ability to engage in productive activity are invited to submit
complete information about their capabilities. (Those vendors who
previously replied to the souces sought synopsis published in the
Commerce Business Daily on May 1, 1995 do not need to respond unless
there have been significant changes to their previous submission.) Only
written responses will be accepted and must clearly state the ability
to provide the services. Vendors should indicate if they are a small
business concern or are other than a small business concern. No cost or
pricing data is required or requested. This is not a request for
proposal and the Government does not intend to pay for the information
solicited or received. Acknowledgement of receipt will not be issued,
nor will respondents be notified of the results of the evaluation of
