It is the intent of USAISSAA to contract on a sole source basis with CINECOM Corporation of Woodbridge, Virginia to design and integrate a new Electronic Bulletin Board System (BBS) and provide on site and on call support. The BBS shall incorporate new functions, additional capacity and additional technology and must use Galacticomm Major BBS software. The BBS must be fully functional not later than six months after contract award. (254)
