B -- CONDUCT STABLE ISOTOPE AND FATTY ACID ANALYSIS ON KILLER WHALE TISSUE SAMPLES SOL WASC-5-2536 DUE 092895 POC Angela Hunter, voice (206) 526-6041/FAX (206) 526-6025 The National Oceanic Atomspheric Administration/National Marine Mammal Laboratory, intends to negotiate, on a sole source basis with Texas A & M Research Foundation to conduct stable isotope and fatty acid analysis on killer whale tissue samples (skin and blubber) collected in Prince William Sound. Responsible sources may identify their ability to meet the requirements by submitting a written proposal within 15 days of the date of this publication. The proposal must demonstrate they have the following: 1)expertise and understanding of stable isotope and fatty acid analysis procedures. Vendors who bleive they can satisfy the requirement must demonstrate their ability in writing. All written responses must include a written narrative statement of capability, including detailed technical information, similar work conducted and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement competitively will be based upon responses to this notice and is solely within the discretion of the Government.
