MULTI-DISCIPLE (CIVIL, STRUCTURAL, ARCHITECTURAL, MECHANICAL AND
ELECTRICAL) FOR VARIOUS PROJECTS AT THE NAVAL WEAPONS STATION CONCORD,
CALIFORNIA Sol N62474-95-D-3262. Point of Contact is Dina Moore at
(510) 246-2425; Contracting Officer, Tom Chin. Firm Fixed Price
Indefinite Quantity Architect-Engineer services (Multi-Discipline) are
required for various building rehabilitation projects at the Naval
Weapons Station Concord, Concord, CA utilizing a various engineering
disciplines to include but not limited to civil, architectural,
structural, geotechnical, mechanical and electrical disciplines. Scope
of work will include preparation of final plans and specifications
cost estimates, engineering and related studies, and construction
contract support services for design of building rehabilitation
projects dealing with demolition, fire protection systems, painting of
building interiors, plumbing, Uniform Federal Accessibility Standards
compliance, Carpeting, HVAC Systems, Asbestos testing and abatement,
earthwork and grading, and other site improvements. This contract is
for a period of one year with a maximum total dollar amount of $200,000
per year, with an option available to the Government to extend the
contract for one additional year with the same limitations. A minimum
fee of $10,000 is guaranteed if no work is ordered after contract
award. This minimum fee guarantee applies to the option year as well,
should no work be ordered after award. Only authority for synopsis,
slate and selection is available at this time. Initial project is for
a construction project for repairs and alterations to building 168 and
294 at the Naval Weapons Station, Concord, CA. Work shall consist of
conducting a seismic analyses and providing a report of analyses of the
``adequate habitability'' of the buildings and furnishing drawings,
specifications, and cost estimates for the rehabilitation suitable for
competitive bidding. A-E selection criteria will include (in order of
importance): (1) Recent Specialized Experience (within the last 5
years) of the firm and proposed consultants in the preparation of
engineering and other related studies and plans and specifications for
the design of building rehabilitation of similar scope and dollar
value. Design experience shall also include site improvements, seismic
upgrades, utility studies, fire protection systems, HVAC systems, life
safety considerations, and the preparation of specifications and plans
suitable for bidding. (Include government & private experience). (2)
Professional Qualifications of the individual design team members
(in-house and consultants). The experience and roles of key design
personnel, specifically on related projects addressed in criteria one
above. (3) Past Performance on contracts with government agencies
and/or private industry in terms of quality of work, compliance with
schedules, and cost control. The A-E firm's quality control program,
including performance of quality control on prior Department of Defense
contracts. The A-E contractor's performance of quality control and
proposed quality control program shall also be addressed during the
selection interview. Demonstrated long term government or private
business relationships, repeat business on related efforts and
construction support. Performance on estimating the probable project
construction cost including budget control throughout the preliminary
engineering/design stage as well as actual bid results. Knowledge of
bid climate and related impact factors for the general areas of
consideration for this project. (4) Capacity to accomplish the
contemplated work within a minimum reasonable time limit; as
demonstrated by the impact of this work load on the firms' permanent
staff, projected work load during the anticipated design service
period, the firms' history of successfully completing projects in
compliance with performance schedules and providing timely construction
support. Provide specific experience and related time frames for
accomplishment of similar efforts. If consultants are involved, address
history of working relationship. (5) Location of the firm within the
general geographic area of the project and knowledge of the locality of
the project, including appropriate selection of construction material
and methods. (6) Use of Small or Disadvantaged or Women-Owned Business
Firms as primary consultants or as subcontractors. (7) Volume of work
previously awarded by the Department of Defense (DOD) for the past 12
months to the firm (Do Not Provide This Information Since The
Government Has The Data), with the objective of effecting equitable
distribution of contracts among qualified Architect-Engineer firms,
including small and minority-owned firms and firms that have not had
prior DOD contracts. A Large Business will be required to submit a
subcontracting plan if selected. Those firms which meet the
requirements described in this announcement and wish to be considered,
must submit an SF 255. In order to expedite your firm's consideration
regarding the above criteria by the board, the following application
data shall be substituted for Blocks 7, 8, 9, and 10 in the SF 255: 1.
To demonstrate how the firm meets the specialized experience criteria:
Provide a description of germane, recent projects with clients for
which team members provided a significant technical contribution. Work
on these projects must have been done in the last 5 years. Indicate
how each project is relevant to the work described herein. In matrix
form, identify which team members worked on the project described
above. Projects shall be in the left column and team member's names
shown across the top row of the matrix. 2. To demonstrate how the firm
meets the professional qualification criteria: Submit a matrix for the
design team, including alternates, that contains the following data
about the member's assignment: Team member's name, firm name, office
location, proposed team assignment, percent of time to be spent on this
team, highest education level/discipline (example: BS, mechanical
engineering), states of professional registration, number of years of
professional experience, number of years with the firm. Also for
project managers and team leaders, identify the number of teams
(design, subcontractors, and joint venture partners) they have managed
over the past three years. 3. To demonstrate how the firm meets the
past performance criteria: Provide a tabular listing of all excellent
performance ratings and letters of commendation from both private and
DOD clients (Designate your role: prime, subcontractor or joint venture
partner) These ratings should be dated 1989 or later and should include
those for joint venture partners and subcontractors. Provide a list of
projects with construction value up to $2 million, managed by the
proposed project manager(s), that started construction since 1990 and
include the following data: client's contact, client's need date,
design completion date, percent differentials between contract award
amount and estimated construction cost (note whether bid or
negotiated). 4. To demonstrate how the firm meets the capacity
criteria: Submit an organizational chart with the following
information: Principal point of contact, project manager, team leaders,
the name of each design team member, all team member assignments, and
the name of at least one alternate for each key person. Summarize your
plan for starting project development in January 1996 and completing
project development by October 1996 and completing solicitation
documents by November 1996. Provide a chart (in number of hours)
comparing design team's available capacity with their actual
commitments for the next 12 months. 5. To demonstrate how the firm
meets the location criteria: Provide a list of recent projects
performed by the firm or joint venture partners and appropriate
subcontractors in contract area. 6. Identify the considerations your
firm made for subcontracting with small or disadvantaged or women-owned
business firms. At the selection interview, A-E firms slated for
interviews must submit their Design Quality Assurance Plan (DQAP),
including an explanation of the management approach, an organizational
chart showing interrelationship of management and design team
components, specific quality control process, a portfolio of design
work (both new construction and upgrades to existing facilities), a
listing of present business commitments and their required completion
schedules, and performance references (including 3 or more with names
and telephone numbers of the contract administrators). A-E firms which
meet the requirements described in this announcement are invited to
provide one submittal package, including one original SF 255 and one
original SF 254 for each firm proposed. The SF 255 with attachments
shall be limited to no more than 25 pages and not smaller than 12 pitch
font. Every page that is not an SF 254 will be included in the page
count. The submittal must be received in this office (Bldg. 262, Naval
Weapons Station, Concord, 10 Delta Street, Concord CA 94520-5100 ATTN:
Dina Moore) no later than 3:00 pm local time at Concord, CA., on 5
October 1995. Submittals received after this date and time will not be
considered. Include telefax numbers in Block 3a and Contractor
Establishment Code (formerly the DUNS number), Commercial and
Government Entity (CAGE) Codes, if known, and Taxpayer Identification
Number (TIN) in Block 3. Label lower right corner of outside mailing
