F -- MONITORING THE CALIFORNIA SEA LION/STEELHEAD CONFLICT IN THE LAKE WASHINGTON SHIP CANAL SOL WASC-5-2582 DUE 092895 POC Angela Hunter, voice (206) 526-6041/FAX (206) 526-6025 The National Oceanic Atmospheric Administration/National Marine Fisheries Service, intends to negotiate, on a sole source basis with the Washington States Department of Fish & Wildlife to provide for monitoring of the local abundance of California sea lions, predation rates on steelhead and to collect data on the effectiveness of an acoustic barrier below the Hiram m. Chittenden Locks. Responsible sources may identify their ability to meet the requirements by submitting a written proposal within 15 days of the date of this publication. The proposal must demonstrate they have the following: 1)experties and demonstrated experience in the life history of the Lake Washington wild winter-run and its decline of the populations over the past decade. Vendors who believe they can satisfy the requirement must demonstrate their ability in writing. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government (rpceedomg as stated above. A determination by the Government not to open the requirement competitively will be based upon responses to this notice and is solely within the discretion of the Government.
