(202)707-8608. The Library of Congress intends to renew its software
licenses to provide registered users with SAS mainframe and personal
computer software from the SAS Institute INC., Box 8000, Cary, NC. The
licenses include the following packages: OS SAS-R, OS SAS-OR, SAS/ETS,
SAS/FSP, SAS-AF, programs are run on Amdahls 5995-4550M, SASC Compiler
(run on IBM 3081), SAS-PC DOS, SAS/IML, SAS/ETS. Programs run on IBM
mainframes and PC workstations. All products are described in the SAS
catalog which is available from the SAS Institute. Must provide
equivanlent statistical analysis programs, graphical display capability
and reporting capabilities. Response will be evaluated on the costs of
the required software and any costs required in converting existing
systems to other software capable of performing user requirements. IAW
with Federal Information Resources Management Regulation vendors who
can offer software capable of performing the processing requirements
outlined at a lower cost to the government must respond within 45
calendar days from the date of this publication. They must provide
sufficient technical documentation to demonstrate the capability to
satisfy the requirements, complete pricing including all charges, one
copy of their GSA contract (if applicable) and delivery time (not to
exceed 30 days). If no affirmative responses are received within 45
days the Contracting Officer shall proceed with the negotiations with
SAS Institute. No solicitation is available, therfore, request for such
