R -- SUPERFUND TECHNICAL SUPPORT SOL W501712-G1 DUE 103095 POC Contact Point, Susan Neiheisel, (202)260-1424, Contracting Officer, Jill Robbins, (202)260-9697 The Environmental Protection Agency (EPA), Office of Site Remediation Enforcement (OSRE) anticipates awarding a Cost-Plus-Fixed-Fee (CPFF), Level-Of-Effort (LOE) contract to obtain analytical, technical, and management services for EPA's use in planning, implementing and evaluating programs, strategies, guidance, and regulations. The Superfund Technical Support contract will consist of a five year contract. The total anticipated LOE is 411,000 professional and technical hours. The Government has determined that Response Action Contractors (RACs) as defined in the Superfund Amendments and Reauthorization Act of 1986 (SARA) Section 119 (e) (2) and CERCLA Implementation Contractors (CIC) will be prohibited from competing on the procurement. Accordingly, contractors holding any of the following prime contracts, or follow-on contracts to those listed below, will be ineligible for award of this contract: Alternative Remedial Contracting Strategy (ARCS), Field Investigative Team (FIT), Emergency Response Cleanup Services (ERCS), Technical Assistance Team (TAT), Site Assessment and Technical Assistance (SATA), Technical Enforcement Support (TES), Superfund Technical Assessment and Response Team (START), Time Critical Rapid Response (TCRR) Response Action Contracts (RAC) and Enforcement Support Services (ESS). The ESS contracts are the only CICs. The remainder are all RACs. It is anticipated that the Request for Proposal (RFP) will be released approximately thirty (30) days after publication of this announcement.
