(NASA) has a requirement to enter into multiple indefinite
delivery/indefinite quantity contracts (not more than 3) for lodging of
personnel traveling to the Washington, DC metropolitan area under NASA
orders. Safety and convenience of the travellers is of prime
importance. The lodging establishments are required to: (1) provide
rooms with a private bath equipped with at least one double bed,
telephone, alarm clock or wake-up service and a television; (2) be
located within a 10 mile drive/commute to NASA Headquarters; (3) have
an attractive appearance both inside and outside--grounds shall be
neatly groomed; (4) have one restaurant on-site or co-located under
cover; (5) comply with all applicable federal, state, and local laws,
codes, and regulations and shall ensure and provide evidence of
compliance (e.g. sanitation, safety, fire protection, accessibility for
the physically challenged, etc.); (6) have adequate security overall
and for each room; (7) inform and collect from guests directly any
additional costs such as telephone charges, additional guests, and room
service which will not be included in the subsequent contract; (8)
notify the Government at least 60 days prior to any ''Black Out''
dates--time frames where NASA personnel could not be accommodated under
the term of the contract; (9) mot accept any individual under the terms
of this contract who is not on official NASA travel with proper
documentation; (10) be within 1 block of a metro station, and/or the
hotel will provide courtesy shuttle service to the metro station or
NASA Headquarters; (11) take credit card number at time of reservation
for Guaranteed Late Arrival (GLA), otherwise no reservations are to be
held beyond 6:00pm (no shows shall be charged to individual's credit
card. As a minimum NASA expects to guarantee 1,000 room nights per
contract over the course of the effort with a maximum dollar value of
$10M for the total requirement (maximum will be equally allocated over
each contract awarded). The period of performance for the subsequent
contract(s) shall be 5 years with no options. Estimated solicitation
date is October 2, 1995; firm date for the receipt of offerswill be
stated in the RFO. The SIC Code for this requirement is 7011. This
procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy on April
