Controlled Industrial Facility complete and ready for use. The work
includes the furnishing of all labor, material, and equipment to
construct a two-story administration facility (Uncontrolled Area) a
single-story industrial process building (Controlled Work Area) which
consists of high and low bays; a remote air compressor plant; and a
unit substation; this includes site work, concrete work, masonry,
metals, finishes, equipment, conveying systems, specialties,
mechanical, electrical and incidental related work, complete and ready
for use. There are a number of facilities (hangars, work shops,
offices, etc.) that will be demolished; this will require abatement of
hazardous materials in these facilities. --The contract is to be
awarded to the responsible offeror who submits the proposal considered
most advantageous to the Government considering ''Price'' and
''Technical'' evaluation factors. The following evaluation criteria has
been established: Factor 1 (Price) and Factor 2 (Technical) which are
weighted approximately equal. Within the ''Technical'' factor, the
following subfactors are listed in order of importance: Subfactor ''A''
Construction Execution Plan, Subfactor ''B'' Corporate Experience,
Subfactor ''C'' Corporate Resources, and Subfactor ''D'' Subcontracting
Effort.--It is recommended the subcontracting plan goals reflect a
minimum goal of 5% for small disadvantaged business subcoantracting
effort.--A pre-proposal conference has been tentively scheduled for 2
November 1995 at 1:00 P.M., local time, Southwest Division, Naval
Facilities Engineering Command, 1220 Pacific Highway, San Diego, CA.

532-3863.--A site visit has been scheduled for 2 November 1995 at 9:00
A.M., local time. Interested parties are to meet the Government
Representative at the appointed time.--POC for site visit is John Dye
at (619) 556-9901.--This is nota public bid opening.--The estimated
cost is over $10 million.--Firm Fixed Price Contract.--Contract
duration is approximately 23 months.--Bids will be considered from all
responsible sources.--This project is unrestricted.--The Standard
Industrial Code is 1541 and the annual size standard is $17
million.--NOTE: Plans and specs will not be mailed to firms within a 20
mile radius of the issuing office.--Solicitation packages may be
acquired in person from Plan Issue or by mail.--Telephone requests will
not be accepted.--Requests for the solicitation package must be in
writing stating solicitation number N68711-94-R-1559, complete name,
address, area code and phone number and whether bidding as a
