solicitation consists of 5.064 miles of grading and drainage. Project
includes: concrete structures; construction scheduling; contractor
sampling & testing; reinforcing steel; traffic control; 70 acres
clearing & grubbing; 5 miles construction survey & staking; 3,300 lnft
culverts & drains; 1,500 lnft underdrains; 6,000 lnft silt fence;
1,500 ea sandbags; 440,000 cuyd excavation & embankment; 35,000 sqyd
roadway obliteration; 60,000 ton select topping; 2,000 sqyd earthwork
geotextiles; 30,000 sqyd topsoil; 3,000 cuyd riprap; 15,000 lnft rock
blasting; 28 ea removal of structures & obstructions; 200 slry units
turf establishment; 10,000 sqyd matting; and other small items of work.
PRELIMINARY PLANS will be available on or about October 2, 1995. Work
shall be completed by October 21, 1997. Estimated price range is
between $2,500,000 and $5,000,000. Presolicitation Notices are being
provided to firms on this agency's mailing list concurrently with the
publication of this synopsis.----The following applies only to
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
