``Provide all plant, labor, material, equipment, appliances and
supervision necessary for construction of Project VGLZ940070, ``Alter
Operations Group, Building 50'' at Selfridge ANG Base MI. Work to
consist of a complete renovation (approximately 5,000 sq ft) on the 2nd
floor of Building 50 to accommodate the requirements of a KC-135
refueling operations group headquarters, a mobility unit and a
deployment control center. Work includes, but is not limited to, the
complete renovation of the command/administration areas, offices,
control centers, break areas, wall partition construction, painting and
wallcovering, etc. Replace doors, blinds, floor covering and ceilings
(suspended 2' x 2'). Replace light fixtures. Provide special affects
and furnishings to produce an integrated visual design theme. Upgrade
latrines. Upgrade mechanical (heat system), plumbing, and electrical.
Install air conditioning system with ventilation. Install public
address/intercom system. Install fire detection system to new suspended
ceiling. Protect mural in second floor foyer. The Standard Industrial
Classification Code is 1542. The applicable size standard including
affiliates is no more than $17.OM average annual revenue for the
previous three years. The estimated magnitude of the construction is
between $100,000.00 and $250,000.00. Performance period is 150 calendar
days after receipt of the Notice to Proceed. Interested concerns should
as early as possible, but no later than 15 calendar days after
publication of this notice, indicate interest in bidding as the prime
or as a subcontractor on the project, evidence of capability to perform
including references for similar work with contract numbers, points of
contact, and telephone numbers, and if appropriate, a positive
statement of eligibility as a small socially and economically
disadvantaged business concern. In addition, dollar amount of current
construction bonding capability is required. The Contracting Officer
will utilize the information received to make a decision to issue this
solicitation as a set-aside for Small Disadvantaged Business (SDB) or
as ``UNRESTRICTED'' without further notice. Therefore, replies to this
notice are requested from all interested business concerns as well as
from SDB concerns. Replies must indicate the firm's size status such as
