Army Corps of Engineers Marine Design Center intends to initiate a
negotiated procurement to acquire one existing floating crane of
suitable quality and characteristics to support the Lock and Dam
Maintenance Mission of the Rock Island District, U.S. Army Corps of
Engineers. The vessel to be acquired shall be a non-powered, steel
constructed barge, supporting a permanently mounted, revolving,
heavy-lift crane capable of satisfying various lifting requirements
including the following target lifts: a. 130 tons to a clear hook
elevation of 90 feet above the waterline at a radius and boom azimuth
necessary to attain a clear reach of 8 feet beyond the deck edge at the
two nearest barge corners. The unit shall be capable of either
revolving the suspended load 360 degrees within a lock chamber having
110 feet between walls, and setting the load 15 feet beyond the
sideshell onto a platform adjacent to the vessel, or revolving the
suspended load to a position parallel to the long axis of the vessel
and holding it in a fixed position approximately 15 feet beyond the
deck edge while the vessel is moved. b. 190 tons to a clear hook
elevation of 90 feet above the waterline at a non-revolving radius
corresponding to a 15 foot clear reach beyond the deck edge from within
a lock chamber having 110 feet between walls. The barge, including the
crane foundation, shall be classed by the American Bureau of Shipping
(ABS) as an ``A 1 Barge'', and shall hold a current classification
certificate both at the time of proposal and at the time of delivery.
Physical condition inspections of each qualified vessel will be
required prior to contract award and shall be performed at the
offeror's location. The acquisition will be performed using the
contracting by negotiation procurement process prescribed in Part 15 of
the federal acquisition regulations. This will be a competitive
procurement. The government will award a contract resulting from this
proposal to the responsible offeror whose offer conforming to the
proposal will be most advantageous to the government, cost and other
factors considered. These factors are (a) Performance Capability, (b)
Functionality, (c) Operating Reliability, (d) Maintainability, (e)
Warranty, (f) Past Performance, (g) Cost Reasonableness. The technical
portion of each proposal will be weighted more heavily than the cost
portion. Cost is, however, a significant factor. The Request for
Proposal (RFP) will be available on approximately 10 October 1995. All
requests for specification must be in writing, indicate a physical
address, point of contact, telephone number, fax number and business
