to participate in the Federal supply schedule for instruments and
laboratory equipment. Solicitiation numberfcgs-Z3-90-0020-3-N, will be
issued on October 10, 1995, and open on November 16, 1995 at 3:30 PM
local time. Significant changes have been made. If you have any

Federal supply schedule FSC 66, part II, section N; contract period
June 1,1996 (or date of award, whichever is later) through may 31,
2001. Commodities are (general categories) analyzers, synthesizers,
chromatographs and counters. FSC classes 6630, 6635, 6640. A copy of
the Solicitation will be mailed to all current contractors and those
companies requesting a copy of soliciatation number FCGS-W5-95-0044-B-N
as synopsized in the may 12, August 8 and August 28,1995, CBD issues.
All others wishing to receive a copy of Solicitation

facisimile will be accepted on 703-305-5537. The option to extend the
term of the contract incorporates significant changes to the
Solicitation. Anyone considering submission of an offer is advised to
review the Solicitation thoroughly. Resultant contracts will be for a
five year contract with annual open seasonperiods. It is an indefinite
delivery-indefinite quantity (idiq) contract Witha guaranteed minimum
order of $100 for the term of the contract. Use of any contract
awarded under this Solicitation will be on a nonmandatory basis. The
industrial funding Fee (iff) clause will apply. The submission of
identical items will be considered when the offer is equal to or lower
than the current contract price. Current contracts will be allowed to
submit offers for identical items during this open Season only.
Receipt of offers on identical items will result in competitive
negotiations with new offers and the current contractor who has the
item on contract. Any awards made for identical items will be valid for
the term of the contract. Any offer for identical items received after
this open Season will be automatically rejected. Clausei-FSS-125,
orders exceeding the maximum rder (Aug 1995) will apply. This clause
provides instructions for placing orders over the maximum order (Mo) as
defined in the delivery order limitations clause (52.216-19). To assist
the customer agencies to determine when they should seek a price
decrease, a level called the maximum order (Mo) will be established
under each contract. When an agency order exceeds the established Mo
amount, It is recommended that the agency contact the vendor for a
reduced price. The vendors will not be obligated to accept these orders
in accordance with FAR 52.216-19. The scope of the contract clause
I-FSS-102-D will apply. New ordering procedures permit agencies to
place orders under $2500 with any schedule vendor, with NO further
review or documentation. For orders over $2500 a simplified best value
determination is required. All other relevant terms and conditions are
