Phillips Laborotory, Directorate of Contracting, Kirtland AFB, NM will
issue a solicitation for Hewlett-Packard E1212B input/output boards,
ten (10) each and Hewlett-Packard E1256A cable kits, ten (10) each.
Brand name or equal. See note #22. The Government contemplates a sole
source award in this acquisition based upon responses to a Sources
Sought Synopsis published in the CBD on 10 Aug 95. Award is
contemplated to: Hewlett-Packard Co., 5130 Masthead NE, Albuquerque,
NM. Other firms desiring consideration shall fully identify there
capability to meet the required specifications. The existing HP82000
VLSI system is used to evaluate modern electronic components such as
memory chips and shift registers. The additional 80 channels of
capacity will allow evaluation of higher pin-count components such as
microprocessors and ASICs, complete chip sets, and subsystems. The
specifications for the additional testing capacity are as follows:
SIZE: a printed circuit board shall contain at least eight channels and
fit into a single slot on the existing HP82000 maxi-frame card cage.
(Thus, an additional eighty channels of testing capacity shall occupy
ten or fewer boards.) CONNECTIONS: the boards shall mate precisely with
the connectors at the rear of the HP82000 card cage, and shall obtain
their required power, timing signals, and control signals from the
system bus via these connectors. In addition, there shall be a physical
connection from these channel boards to the standard Hewlett-Packard
boards, mounted to the front of the maxi-frame, containing the device
under test (DUT). This physical connection shall mate precisely, via
pogo pins, to the appropriate pads on the DUT boards. FREQUENCY: each
channel shall be capable of cycling test vectors at a rate of 200 Mhz
or faster with a drive format of do-not-return-to-zero (DNRZ), and with
a single level edge compare. In addition, each channel shall be capable
of cycling test vectors at a rate of 100 MHz or faster using either the
DNRZ, the return- to-zero (RZ), the return-to-one (R1), te
return-to-complement (RC), or the high-impedance drive formats, and
using either a single level edge compare or a dual level window
compare. MEMORY: each channel shall contain a vector depth of 512k
(524,288) test vectors or more. DRIVER CAPABILITY: each channel shall
be able to drive 80 mA of output current or more at voltages ranging
from -4 V to +8 V into an impedance of 50 ohms. The voltage resolution
shall be 5 mV or less. COMPARATOR CAPABILITY: each channel shall be
able to detect a pulse of amplitude 250 mV or greater, with a pulse
width of 2 ns or greater. The detectable voltage threshold range shall
be -4 V to +7.5 V, with a threshold resolution of 5 mV or less.
COMPATIBILITY WITH HP82000: each channel and all hardware shall be
mechanically, electrically, functionally, and software compatible with
the Hewlett-Packard HP82000 VLSI Integrated Circuit Evaluation System
currently in use. All functions on these channel boards shall be
controlled by the standard Hewlett-Packard HP82000 software currently
in use, and all output signals and levels of these channel boards shall
be compatible with the standard hardware and software comprising the
HP82000 system. ENVIRONMENTAL: each channel shall operate within
specifications over a temperature range of +15x C to +35x C, and shall
survive storage temperatures in the range of -20x C to +70x C. Firms
responding shall submit technical documentation (i.e., technical
literature, brochures, schematics, etc.) for the items being offered.
The technical documentation should provide sufficient technical data in
order for the Phillips Lab project office to determine whether the
items meet the required technical specifications as stated above. To be
delivered to Kirtland AFB, NM. Invitation for Bid F29650-95-B0030 will
be issued on or about 21 Sep 95. Date set for opening of bids will be
on or about 23 Oct 95. To be awarded on or about 13 Nov 95. Delivery
30 calendar days after receipt of order. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the bid advertising phase of this acquisition. The purpose of the
Ombudsman is to receive and communicate serious concerns from potential
bidders when a bidder prefers not to use established channels to
address concerns during the bid adverting phase of the acquisition.
