CSSD-CM-CN, (205) 955-1187. The U.S. Army Space and Strategic Defense
Command (USASSDC) is seeking qualified participation in the Advanced
Propulsion/ Composite Materials/Structures Analysis for Strategic
Systems (APASS) government support contract. This effort requires
personnel with in-depth ''hands on'' experience in the analysis,
design, development, and testing of solid and liquid propulsion
systems, metallic and composite structures, and gas generators.
Propulsion and structural analysis and design assessment of
USASSDC/Program Executive Office-Missile Defense (PEO-MD) hardware,
contractor's propulsion, propulsion-related hardware, and structures is
required. The selected APASS contractor is therefore restricted from
participating or having participated with USASSDC contractors on
hardware design for the Ground Based Interceptor (GBI), Patriot
Advanced Capability-3 (PAC-3), Theater High Altitude Area Defense
(THAAD), and Kinetic Energy Weapons (KEW) technology programs to
prevent a conflict of interest. The APASS contractor will be further
restricted from future endeavors with prime hardware contractors
throughout the period of this contract and for a period of two (2)
years thereafter to prevent future conflict of interest. Potential
sources interested in being considered for this effort should evaluate
current contracts for organizational conflict of interest (OCI) clause
restrictions prior to responding to this notice. A knowledge of
USASSDC/PEO-MD program requirements including but not limited to GBI,
PAC-3, THAAD, and KEW will be required. The contractor must also be
proficient in structural analysis, combustion instability analysis, the
implications and testing requirements of the Department of Defense
(DOD) Insensitive Munitions Policy, and alternative pressurization
concepts. The contractor must be capable of performing technical
assessments of component operation as it relates to integrated hardware
elements, subsystems, and systems. A SECRET facility clearance will be
required for this effort. Firms that recognize and can perform the
effort descrbed above are encouraged to submit capability statements
summarizing their qualifications. All responses to this notice shall be
submitted in writing to CSSD-CM-CN, Dianne Trimble within fifteen (15)
days of the publication date of this notice. Firms responding are
requested to include the necessary security information regarding their
facility clearance and indicate whether they are a small business,
small disadvantaged business, educational institution, other non-profit
organization, or large business. The applicable SIC code and size
standard for this acquisition is 8731 and 1,000 employees. This
