Specialist, 901/544-3613 The Contractor shall furnish all supervision,
labor, services, materials, supplies, plant, equipment investigations,
studies, documentation, travel and other items and services to perform
a commercial activities (CA) cost study and efficiency review of
functions performed at 5 locks and dams on the Red River Waterway as
follows: Locks 1, 4, and 5 (currently operated by Government employees)
and Locks 2 and 3 (currently operated by contract employees). Standard
staffing for Locks 1, 4 and 5 is 7 employees at each lock; staffing at
the 2 contractor operated locks is similar. All offers will be
evaluated in accordance with the criteria listed below in descending
order of importance. I. Experience. a) Experience of a firm as it
relates to project objectives. Information concerning the Federal
agency/ organization for which studies have been performed, functions
studied, number of commercial activity spaces studied, number of
Government function spaces studied, start dates and completion dates.
Information about milestones met during these studies. Indicate those
members of current staff who participated in previous studies and the
number of years experience for each. b) Experience of individuals
proposed for accomplishment of project objectives. (Resum's of
personnel who will be assigned to the study should be included).
Proposal must clearly demonstrate that the offeror has a trained staff
(technical and support) which is adequate to successfully complete the
work described in the solicitation. Resum's of personnel proposed for
work under this contract shall cover such areas as technical ability,
training (commercial activities and other), formal education, and past
experience, including specific studies especially those similar in
scope to this offering. Experience will be broken down into categories
for two or more principal analysts with experience on previous
commercial activity studies; one principal analyst with experience on
previous commercial activity studies; experience of personnel in
capacity other than principal analyst on previous commercial activity
studies; and no experience as principal analyst o previous commercial
activity studies. c) Experience of a firm and individuals as it relates
to the functions being studied. Studies include locks/dams studies;
technical studies; nontechnical studies; and no previous experience.
II. Capacity/Resources. a) Proposal must indicate that the offeror has
adequate capacity/resources to successfully accomplish the work within
the time frame allowed. This shall include such areas as the number and
experience of personnel, knowledge of as well as demonstrated
capability and experience with computer based systems and applications,
organization and management practices. b) Proposal must clearly
demonstrate that the offeror currently has or is capable of obtaining
sufficient office support staff, equipment, facilities, etc., to
perform the work described in this solicitation. Proposal should
contain information as to whether the offeror has capabilities to
perform work themselves or whether the work will be subcontracted. c)
The offeror must state whether they have sufficient equipment and/or
hardware to store large volumes of data (10 points) or offeror will
subcontract these capabilities. III. Plan of Operation/Schedule.
Proposals shall state the proposed approach to (methodology) and Study
Progress Schedule for performing the work in order to meet the
solicitation within the time frame stipulated. The study approach and
proposed study progress schedule shall be specific, detailed, and as
complete as necessary to clearly and fully demonstrate a thorough
understanding of the work effort and results required and have a valid
and practical plan for performing the work. IV. Price. The lowest
offeror will receive the maximum number of points. Other offerors will
be awarded a faction of the maximum number of points proportional to
the percentage of the proposal price above that of the lowest offeror.
Prospective offerors should be instructed to submit the following
materials in order to supply adequate evaluative information: a) Vitae
of all key personnel consultants. b) List of current and anticipated
commerical activity studies contractual obligations by the offeror. c)
Such additional documentation as is necessary to allow a comprehensive
evaluation of the offeror's proposal in terms of listed evaluation
factors. Prospective offerors should be advised that proposal may be
deemed technically unacceptable if excessive current or future
cmmercial activity studies contractual obligations exist. The initial
screening of proposals utilizing the listed evaluation factors may
result in award, without negotiations, or will result in a list of
firms considered to be within the ''competitive range.'' The
Contracting Officer or his designee may elect to interview firms within
the ''competitive range.'' Firms desiring to submit proposals shall
contact the Memphis District at the address shown. Firms responding to
this announcement will be sent a Request for Proposal No.
DACW66-96-R-0003. The proposed procurement listed will be a 100% small
business set aside. To qualify as a small business concern, the
concern must have had average annual receipts for the preceding three
fiscal years not to exceed $5.0 million. The services or supplies to be
procured under this announcement are classified in Standard Industrial
