The Government intends to release a second Draft Request for Proposal (DRFP) for BLSM II o/a 18 Sep 95. This DRFP release incorporates changes resulting from the Air Force Acquisition Streamlining Initiatives. On 21-22 Sep 95, a Pre-Solicitation Conference for the Base Level System Modernization (BLSM II) acquisition will be held in Montgomery, AL. The purpose of the conference is to provide an overview of the BLSM II program, the impact of the Lightening Bolt Initiatives on the acquisition and the proposal process. In addition, the conference will be used to address significant issues previously raised in response to the first DRFP which are still valid concerns even under the new Lightening Bolt Initiatives. The 21 Sep 95 meeting will be held at the Business Council of Alabama, 2 North Jackson Street from 8:00 a.m. - 4:00 p.m.. The BLSM II acquisition team will give an presentation specifically designed for prospective prime contractors on the first day. The prime contractors are those who expressed, in writing, an interest in proposing as a prime based on the HQ SSG/PK 29 Aug 95 Commerce Business Daily announcement. The 22 Sep 95 meeting will be held at the Air War College, Bldg 140, Jones Auditorium, Maxwell AFB, AL from 9:30 a.m. - 4:00 p.m.. On the second day, the same information will be provided at a conference open to all prospective prime contractors and subcontractors. Because of limited space, each prospective organization should limit attendance for either/both days to no more than three (3) representatives. On the first day, it is imperative that the three representatives consist of a Vice President-level manager, a marketing manager, and a technical manager familiar with the COE and SCE. To ensure proper registration for the conference and provide early notification to MAFB of those attending Day 2 of the conference at the Air War College, we request that a written confirmation be submitted to the attention of Ms. Marcie D.
