Department of Commerce (DOC), National Oceanic and Atmospheric
Administration (NOAA), National Environmental Satellite Data and
Information Services (NESDIS) intends to negotiate on a sole source
basis with Integral Systems, Inc. (ISI) of Lanham, MD for expansion of
the existing Polar Acquisition and Control Subsystem (PACS) to
incorporate the capability to command and control United States Air
Force (USAF) Defense Meteorological Satellite Program (DMSP)
satellites. The contractor shall furnish hardware, software,
installation, documentation, and training at the NOAA Satellite
Operations Control Center, Suitland, MD and Falcon Operations Control
Center, Falcon Air Force Base, Colorado Springs, CO. Performance will
be for a two and one-half (2.5) year base period with three one year
options for maintenance support. Vendors who believe they can satisfy
the Government's requirements are invited to submit an affirmative
response. To be considered an affirmative response, vendors must submit
written data and documentation which demonstrates a knowledge of and
close familiarity with both the TIROS (Television Infrared Operational
Satellite) and the DMSP satellites; their command and control
functions; data retrieval and distribution, hardware, application
software, and operating systems. Vendors must demonstrate knowledge of
the technical requirements for convergence of the two systems under
one operational control center. Offerors must demonstrate their ability
to become familiar with and utilize to the maximum extent possible,
existing software estimated at 700,000 lines of code. Vendors must
demonstrate experience in operational command and control of low-earth
orbiting satellites. Offerors must further demonstrate an ability to
accomplish this convergence under the critical time constraints (tied
to base closures) of initial operation by March 1998 and full operation
