consists of 2.775 miles of base, recycling, drainage, paving and bridge
wingwall. Project includes: construction survey & staking; construction
scheduling; contractor sampling & testing; major concrete structures;
5,600 ton asphalt cement; 44,500 sqyd cold recycled asphalt base
course; 1,250 lnft asphalt concrete curb; 3,700 ton untreated aggregate
courses; 4,100 cuyd roadway excavation; 4,100 ton select borrow; 2,100
sqyd roadway obliteration; 9,200 sqyd earthwork geotextiles; 1,900
lnft asphalt curb; 2,500 fixed hourly rate flagging; 1,000 hr pilot
car; 30,000 lnft temporary pavement markings; 1,000 lnft plastic fence;
57,650 lnft permanent pavement markings; and other small items of work.
PRELIMINARY PLANS will be available on or around October 10, 1995. Work
shall be completed by November 1, 1996. Estimated price range is
between $1,000,000 and $2,500,000. Presolicitation Notices are being
provided to firms on this agency's mailing list concurrently with the
publication of this synopsis.----The following applies only to
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
