proposes to award a contract to Geomation, Inc., Golden, CO under
authority of 10 U.S.C. 2304 (c)(1) for the purchase of automated
piezometer measurement systems, to be shipped to the Mansfield Hollow
Lake/Dam in Mansfield Center, CT. Equipment listed as follows: Ten (10)
each measurement and control unit, frequency 457.525 MHz, Geomation
model No. LI 2380/20FR (MCU); Ten (10) each Analog signal multiplexer,
Geomation model No. 2380-10 (ASM); Eight (8) each Solar panel and
mounting kit, Geomation model no. CA-PV9G (PV9G); One (1) each
Environmental instrument interface, Geomation model No. 2380-50 (EII);
One (1) each Network monitoring station, Geomation model No. NM-2310
(NMS-S); One (1) each Portable network monitoring station, Geomation
model No. NM- 2320 (PNM-S); One (1) each VHF radio data link, frequency
457.525 MHz, Geomation model No. RS-RDOS (Spare-Radio Module only, for
Geomation model No. 2380/20FR); One (1) each YAGI directional antenna
kit (YDA). The proposed procurement consists of 10 each remote
located, battery powered, solar charged, weather proof and radio
frequency telemetry linked measurement systems. The 10 systems will
monitor a total of 35 channels of data. The installation is to be
completed before 15 November 1995 to avoid severe weather conditions
during the winter season and allow measurement of spring snow melt. The
piezometer instrumentation must monitor vibrating wire pressure
transducers and SDI-12 shaft encoders and use radio frequency telemetry
to transfer data; making the data available to the site personnel and
the area COE Division offices by telephone and modem. Each system will
be located outside, on the COE dam, at a piezometer standpipe and must
monitor up to 20 sensors. Each system must accept sensor signals from
adjacent solar panel to furnish continuous DC power. Data must be
retrieved from each system by radio frequency telemetry link to a
monitoring station repeater. The monitoring station will be tied to a
telephone line. Data retrieval must have the option to telemetry
daisy-chained through adjacent system radio links making available wide
distace separation between systems. The 10 systems will monitor 35
channels of data. Alarm conditions capability must be available to
report on site each channel's high or low data thresholds or abnormal
data rate changes. Retrieved data will be exchanged between various
divisions for expert interpretation and analysis without changing the
data format. A system software approach with specific data and
communication protocol, GEONET, has been established with the COE and
5 other area instrumented dams. The data acquisition systems hardware
and software must interface into that network because data analysis,
plotting and archiving procedures have been established and approved by
COE personnel responsible for dam maintenance and safety. There is no
other known equipment other than Geomation, Inc., which will interface
directly to the existing network due to its unique data format, data
analysis, network configuration and communication protocol. Any
