The Army Research Laboratory is soliciting proposals for
Electro-Optical Device Vulnerability Analysis under this research and
development streamlined solicitation (RDSS). Award will be made in
accordance with DFARS Subpart 235.70, Research and Development
Streamlined Contracting Procedures. This RDSS consists of this notice,
any subsequent amendments, and a supplemental package which is
available by writing to the above address. Offerors who did not respond
to the synopsis published 31 Aug 95 should provide, in writing, their
complete address information to the above address in order to receive
the supplemental package and any subsequent amendments (if applicable).
All of the mandatory terms, clauses, and provisions at DFARS 235.7006,
Research and Development Streamlined Contracting format, and the
following optional items are incorporated by reference: B.3, B.7, B.8,
C.2, E.3, E.4, F.1, G.1, g.2, G.3, H.3, I.42., I.43., I.44, I.46,
I.48, I.50, I.51, I.52, i.53, I.60, I.64, I.66, I.68, I.69, I.70, I.71,
I.75, I.81, I.85, i.87, I.90, I.94, I.97, I.103, I.107, I.108, I.127,
I.129, I.130, i.131, I.132, I.133, I.144, I.148, I.151, I.153, I.154,
I.155, i.156, I.157, I.159, I.164, I.165, I.167, L.14, M.1, M.2. The
clauses and provisions are those in effect through FAC 90-26 and DAC
91-7. The standard evaluation factors at Section M apply with the
addition of past performance. Paragraph M.2(i), second sentence, is
revised by inserting ''past performance,'' between ''...technical,''
and ''cost or price....'' Paragraph M.2(ii) is revised to read
''Proposals will be evaluated in accordance with the following factors.
The technical factor is more important that the past performance
factor. The past performance factor is more important than the cost
factor. The technical subfactors are in descending order of importance.
The past performance and cost subfactors are of equal weight.''
Paragraph M.2(ii)(B) is changed from (B) to (C) and new paragraph
M.2(ii)(B) is added to read as follows: ''(B) Past Performance.
Information utilized will be obtained from the references listed in the
proposal which includes for each contract and subcontract the name of
the cognizant contracting activity, contract number, contract type,
total contract value, description of contractual effort, names and
telephone numbers of Procuring and Administrative Contracting Officers,
name and telephone of Government Program Manager, and a list of major
subcontracts. Information from other customers known to the Government,
and others who may have useful and relevant information, may also be
utilized. Information will also be considered regarding any significant
subcontractors and key personnel records. If an offeror, or the
proposed employees for the offeror, do not have a past performance
history relating to this solicitation, the offeror will not be
evaluated favorably or unfavorably on this factor. (1) Quality of
Service. Compliance with contract requirements, accuracy of reports,
technical excellence. (2) Timeliness of Performance. Met interim
milestones, reliable, responsive to technical direction, completed on
time, including wrap-up and contract administration. (3) Cost Control.
Within budget, current, accurate, and complete billings, relationship
of negotiated costs to actual, cost efficiencies. (4) Business
Relations. Effective management, effective small/small disadvantaged
business subcontracting program, reasonable/cooperative behavior,
flexible, effective contractor recommended solutions, business- like
concern for Government's interests. (5) Customer Satisfaction.
Satisfaction of end users with the contractor's service. (6) Awards.
Receipt of widely recognized quality awards or certifications.'' A
Cost-Plus-Fixed-Fee (Term) type contract is contemplated. The estimated
period of performance is three (3) years commencing on or about 01 Jan
96 with two additional one-year options. This action is 100% set-aside
for small business concerns. The SIC Code is 8731, and the size
standard is 500 employees. To be responsive to this solicitation,
submit 6 copies of your technical/past performance and cost proposal no
later than 1400 hours, 23 Oct 95, addressed as shown above. Proposal
page limitations are specified in DFARS 252.235-7006 (L.24). Multiple
awards are not contemplated. The following are included in the
supplemental package: Statement of Work, Contract Security
Classification Specification (DD Form 254), Task Order Formats and
preparation instructions, List of Government Furnishd Property,
Contract Data Requirements List (DD Form 1423). The scope of this
effort covers the research required for methodology development for
analysis of Optical/Electro-Optical (O/EO) devices. This effort entails
the research and development of new and/or improved O/EO measurement
methodologies and tools for performing theoretical, laboratory, and
field O/EO system signature, jamming, and characterization analysis.
This solicitation consists of four Contract Line Item Numbers (CLINs)
as follows: CLIN 0001 Basic Contract Period, 3 years (xxx Target
Hours), Electro-Optical (E-O) Device Vulnerability Analysis in
accordance with ARL SOW 8013-95 dated 19 Jul 95, listed in Section J as
Attachment 1--1 JB, CLIN 0002 First Option Period, 12 Months (xxx
Target Hours), E-O Device Vulnerability Analysis in accordance with ARL
SOW 8013-95 dated 19 Jul 95, listed in Section J as Attachment 1--1 JB.
CLIN 0003 Second Option Period, 12 Months (xxx Target Hours), E-O
Device Vulnerability Analysis in accordance with ARL SOW 8013-95 dated
19 Jul 95, listed in Section J as Attachment 1--1 JB. CLIN 0004 Data
as required by DD Form 1423, Contract Data Requirements List which (1)
is listed in Section J as Exhibit A and (2) constitutes the sole
contractual list of requirements for the amounts and kinds of data
required under the contract, except as required by specific contract
clauses and provisions--1 LT. The blanks contained under paragraphs B.3
and G.2 of the Research and Development Streamlined Contracting format
will be filled in at time of contract award. Paragraph B.8 reads as
follows with the remaining blanks to be filled in at time of contract
award: ''The Government may require performance of the work required by
CLINs 0002 and CLIN 0003. The Contracting Officer shall provide written
notice of intent to exercise this option to the Contractor on or before
(i) for CLIN 0002, the expiration of CLIN 0001 (ii) for CLIN 0003,
concurrent with the exercise of CLIN 0002 but prior to the expiration
of CLIN 0002. If the Government exercises this option by the times
specified above, the Contractor shall perform at the estimated cost and
fee, if applicable, set forth below: CLIN 0002 Estimated Cost, Fixed
Fee, Total, CLIN 0003 Estimated Cost, Fixed Fee, Total.'' The blank at
paragraph C.2 is completed as ''...Attachment No. 1.'' The name,
address, and telephone numbers of the Contract Specialist and the
