OSTI is the central management facility for the Department of Energy's Scientific and Technical Information Program. This procurement will be full and open competition. The Standard Industrial Code (SIC) for this procurement is 7379. ADP activities include support in information systems and technology covering software, local area networks, wide area networks, and telecommunication. The contractor shall also provide computer software, analysis, design, development, testing, and implementation; computer systems programming, operational support and maintenance of general purpose data processing and related equipment; mathematical, statistical, graphics analysis, and data and manipulation and processing; documentation, technical writing, training, data base analysis, design, development, and implementation; and other computer and mathematical support functions such as systems analysis, systems prototyping, report preparation, and user support. This work will involve access to classified areas. Security clearances will be necessary for certain employees; therefore personnel performing the work must be able to meet the requirements for obtaining a DOE ''L'' or ''Q'' security clearance. It is anticipated that the contract will be a time and materials contract with a three-year base period and two one-year options. The estimated level of effort for the base period is 182,400 Direct Productive Labor Hours (DPLH). Each option is 60,800 DPLH. The RFP will be issued on or about October 26, 1995 with a tentative due date for proposals of December 14, 1995. The RFP will be issued on a 3.5 double-sided high density computer disk in DOS Version WordPerfect 5.1. A hard copy will be made available in the DOE Public Reading Room and upon request if the party does not have the necessary computer capability. Details concerning the preproposal conference and site tour will be provided with the release of the RFP. A 60-day transition period is planned to assure continuity of the services being proided.
