Services to perform a pre-development study and analysis to determine the extent of the effort required for the modification of the OPTS's for the newly configured APG-73 WRA's resultant from the incorporation of VECP-495. Identification of the test requirements and any CASS incompatabilities that may exist in testing the new configuration must also be identified along with an analysis of the changes caused by the incorporation of VECP-495 to determine the impact on the use of the OFP Bit Software utilized by the OTPS. This acquisition is for supplies for which the Government does not own specifications or drawings to permit full and open competition. The Government intends to procure this item under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Hughes Aircraft Corporation of El Segundo, Ca as the designer, developer, and sole manufacturer of the APG-73 Radar Data Processor OTPS is the only known source with the knowledge, experience and technical data necessary. Firms that recognize and produce the required items are encouraged to identify themselves. All responsible sources may submit a proposal which may be considered by the Government in determining wheather to conduct a competitive procurement.
